This study presents the “AI New Deal” as a practical strategy to implement the new administration’s vision of an “AI-Based Society.” Through literature review, expert interviews, and strategic planning, the study analyzed global and domestic AI policy trends and competitive factors, and proposed a strategy for economic revitalization and competitiveness through large-scale state-led investment and public-private collaboration. The AI New Deal consists of five core strategies: 1) Activation of a private sector-led AI social service industry, 2) Development of regionally inclusive AI innovation cities, 3) Nationwide AI competency education for all citizens, 4) Construction of energy-independent intelligent cities, and 5) Implementation of an AI-driven public innovation system to create new markets. This paper contributes to AI policy development by offering direction and action plans tailored to Korea. However, it is limited by the lack of empirical analysis, over-reliance on major country case studies, and insufficient policy implementation review.

이 연구는 신정부의 ‘AI 기본사회’ 구현을 위한 실질적 방안으로 ‘AI 뉴딜’을 제시한다. 이를 위해 문헌 조사, 전문가 면담, 전략 개발 등을 통해 국내외 AI 정책 동향과 경쟁요소를 분석하고, AI에 관한 국가 주도의 대규모 투자와 민관협력을 통한 경제 활성화 및 경쟁력 강화 전략을 수립하였다. 도출된 AI 뉴딜의 5대 핵심 전략은 1) 민간 주도 AI 사회서비스 산업 활성화, 2) 지역 상생형 AI 혁신도시 개발, 3) 국민 전체를 대상으로 한 AI 역량 교육, 4) 에너지 독립적 지능형 도시 구축, 5) 새로운 시장을 창출하는 AI 공공혁신 체계 구현이다. 이 논문은 한국에 최적화된 AI 정책 방향과 실행 방안을 제시하여 정책 수립에 기여하고자 하였다. 다만, 실증분석 부족, 주요국 사례 중심, 실행정책 분석 미흡 등의 한계가 존재한다.
