This study examines the rural settlement experiences of urban youth participating in the “Urban Youth Rural Dispatch Program” in Gyeongsangbukdo Province, South Korea. Through in-depth interviews with 14 young entrepreneurs who have maintained businesses for over five years, we analyzed their settlement journeys using a narrative approach. Findings reveal that participants valued autonomy, creativity, and community collaboration beyond employment support. They initially faced infrastructure limitations, administrative complexities, and cultural differences, but overcame these through community networks. Their businesses primarily reinterpreted local resources to create value, with peer collaboration and administrative cooperation as key sustainability factors. While policy support helped with initial funding and network formation, limitations in promotion, selection processes, and follow-up management were identified. The research confirms youth settlement sustainability depends on the interaction of autonomy, network formation, and value creation. These findings suggest youth policies should be designed comprehensively from an active population perspective, facilitating communication between youth creativity and local resources.

본 연구는 지방 도시의 인구감소와 청년층 유출에 대응하기 위한 ‘도시청년 시골파 견제’ 사업 참여자들의 지역 정착 과정을 소통과 서사의 관점에서 탐구하였다. 경북 지 역에서 5년 이상 창업과 정착을 이어온 청년 14명을 대상으로 심층 인터뷰를 실시한 결 과, 청년들은 도시에서 벗어나 자율성을 추구하며 지역 공동체와의 소통을 통해 정착에 성공한 것으로 나타났다. 특히 청년-지역주민-행정기관 간의 복합적 소통 네트워크가 초기 인프라 부족과 문화적 차이를 극복하는 핵심 기제로 작용했다. 또한 청년들은 디 지털 미디어를 활용해 지역 자원과 외부 시장을 연결하는 ‘문화적 매개자’ 역할을 수행 하며 지역 활성화에 기여했다. 본 연구는 청년 정착의 지속가능성이 상호소통, 협력적 네트워크, 창의적 가치 창출의 상호작용에 기반함을 확인하였으며, 이를 통해 효과적인 지역 소통 생태계 구축을 위한 정책적 함의를 제시한다.
