This study aims to explore the necessity and theological foundation for the church’s public role in contemporary society, where marginalization and discrimination are prevalent. Additionally, it seeks to present practical measures for fulfilling this role by examining case studies of public engagement through church counseling centers. As economic polarization intensifies, individuals experience frustration and discontent with social injustice, leading to isolation, alienation, and, in some cases, crimes against random victims or conflicts between social classes. While governments strive to address these issues through policy reforms and institutional improvements, immediate solutions remain elusive. In the wake of the pandemic, the isolation and exclusion of socially vulnerable groups have become even more severe, necessitating the church’s active commitment to public service. Christian theology and the church must respond proactively to social issues and engage in the public sphere. This study identifies the theological foundation for the church’s contribution to social justice by examining the Trinitarian God’s pursuit of relational equality, the Old Testament laws concerning the care of the socially disadvantaged, Jesus' ministry of healing and supporting the poor and marginalized, and the historical practices of public engagement within the Christian tradition. Given these theological foundations, how can the church actively fulfill its public role in addressing the struggles of marginalized individuals in contemporary society? As societal contexts evolve, churches must seek diverse approaches to public engagement. This study presents the church counseling center as a viable model of public engagement, rooted in local congregations. Pastoral counseling and care are essential methods for the church’s pursuit of public responsibility. The church counseling center discussed in this study is based on Bonnie Miller-McLemore’s concept of the "living human web," and its implementation follows three key strategies. First, through the establishment of the center and the church’s involvement in community care, a living human web is formed. Second, by providing training and case study analysis, the center enhances the competencies of pastoral counselors and offers pastoral counseling education to local church leaders and their spouses, thereby strengthening the living human web. Third, the center fosters connections with organizations in need of counseling services and collaborates with other churches in the community, thereby functioning as an active agent of public engagement.

본 연구는 소외와 차별이 만연한 현대 사회에서 교회가 공적 역할을 수행해야하는 당위성과 그에 대한 신학적 근거를 살피고 공적 역할 수행의 구체적 방안으로 교회 상담센터의 공공성 실천 사례를 제시하고자 함에 목적이 있다. 경제적 양극화가 심화 되면서 구성원들은 불공정한 사회에 대하여 좌절과 불만을 갖게 된다. 이는 개인의 고립과 소외를 낳게 되고, 더 나아가 불특정 다수에 대한 범죄로 이어지거나 계층 간 갈등을 유발하는 부정적 사회 현상으로 나타난다. 정부 역시 양극화로 인한 문제의 해결을 위해 정책 개선, 제도의 정비 등 다양한 노력을 하고 있으나 즉각적으로 개선 되기에는 역부족이다. 팬데믹 이후 더욱 심각해진 사회적 약자 계층의 고립과 소외를 돌볼 수 있는 교회의 공공성 실천이 절실하게 요구되고 있다. 기독교 신학과 교회는 사회적 문제, 공적 영역에 적극적으로 응답해야 한다. 본 연구는 교회가 공적 영역에 서 사회 정의 회복에 기여해야 하는 신학적 근거로 관계의 동등성을 추구하는 삼위일 체 하나님, 사회적 약자 돌봄에 대한 구약의 율법과 가난한 이들과 사회적으로 소외 된 이들을 치유하고 돌본 예수의 활동, 그리고 기독교 역사에 지속적으로 나타난 교회의 공공성 실천을 살펴봄으로서 답을 제시하고자 하였다. 그렇다면 소외와 고립으 로 좌절을 경험하고 있는 현대사회의 사회적 약자에 대하여 교회는 어떻게 공적 역할 을 실천할 수 있을까? 시대가 변함에 따라 교회 역시 다양한 형태로 공공성 실천 방 안을 모색할 수 있다. 본 연구는 그 중 하나의 방안으로 지역 교회에 기반을 둔 교회 상담센터 사례를 제시하였다. 목회상담 및 목회적 돌봄은 교회 공공성 추구의 중요한 실천 방법이다. 본 연구에서 제시한 교회 상담센터는 바니 밀러 맥리모어가 제안한 살아있는 인간 관계망에 근거하여 첫째, 센터 설립과 교회의 지역 사회 돌봄 활동을 통해 살아있는 인간 관계망을 형성하였다. 둘째, 상담사들 교육과 사례 연구를 통하여 목회상담사들의 역량을 고양하고 지역 교회 목회자와 사모들의 목회상담 교육을 실시 함으로 살아있는 인간 관계망 강화를 수행하고 있다. 셋째, 지역 사회 내의 상담센터 의 지원을 필요로 하는 기관들, 지역 사회 내 다른 교회들과 살아있는 인간 관계망의 연대를 만들어 내며 공공성 실천의 주체로 기능하고 있다.
