The South Korea’s Indo-Pacific Strategy delineates three visions—freedom, peace, and prosperity—and three principles of cooperation—inclusiveness, trust, and reciprocity. It also outlines nine core lines of effort as its key implementation objectives. This signifies the inaugural occasion on which the South Korean government has independently developed a regional diplomatic and security strategy, embodying the fundamental principles of the Yoon administration's foreign and security policy. This study focuses on the China factor in South Korea's Indo-Pacific strategy, utilizing textual analysis and a level-of-analysis methodology to analyze the strategy's main content, the rationale for its shift in China policy, and its implications for bilateral relations. The findings indicate that the strategy emphasizes strengthening the ROK-U.S. alliance while methodically diminishing economic dependence on China. The research delineates three levels of drivers within the international system, the state and the individual. The Yoon administration's policy preference towards China has transitioned from "balancing" to "counterbalancing." As a result, ROK-China interactions in the political, security, economic, technological, and regional cooperation spheres within the Indo-Pacific currently demonstrate a competitive-cooperative duality, significantly influencing bilateral relations.

한국의 인도-태평양 전략은 ‘자유, 평화, 번영’이라는 3대 비전과 ‘포용, 신뢰, 호혜’라 는 3대 협력원칙을 바탕으로, 9대 중점과제를 추진목표로 제시하였다. 이는 한국 정부 가 최초로 수립한 독자적인 지역 외교안보전략이라는 점에서 중요한 의미를 지니며, 윤석열 정부의 외교안보전략 핵심을 구체화한 것이다. 본 연구는 해당 전략에 내재된 대중국 정책을 핵심 분석 대상으로 삼아, 텍스트 분석과 분석 수준(level of analysis) 접근법을 통해 전략의 주요 내용, 대중국 정책 전환의 동인, 그리고 한중 관계에 미치는 영향을 고찰하였다. 연구 결과 첫째, 동 전략은 한미 동맹 심화를 축으로 하여 중국에 대한 경제적 의존도를 체계적으로 축소하려는 방향성을 확인했다. 둘째, 국제체제·국 가·개인이라는 세 분석 수준에서 윤석열 정부의 대중국 정책 선호가 ‘균형(balancing)’에 서 ‘균형 견제(counterbalancing)’로 전환되었음을 입증하였다. 이에 따라 한국과 중국 양측은 인도-태평양 지역의 정치, 안보, 경제, 과학기술 및 지역 협력 등 분야에서 경쟁 적 협력의 특징을 보이고 있으며, 이는 양국 관계에 중대한 영향을 미치고 있음을 확인 할 수 있다.
