Artificial intelligence (AI) governance has emerged as one of the most critical global policy agendas in recent years. Consequently, analyzing the governance characteristics of major countries and regions to promote the healthy development of global AI is garnering significant attention. This study systematically compared and analyzed the AI governance mechanisms of the United States, China, the European Union (EU), and South Korea by employing the paradigm of comparative policy research and utilizing an analytical framework based on policy process theory. The analysis revealed two distinct governance paradigms in the agenda structuring phase: vertical sector-specific regulatory approaches and horizontal risk classification systems. In terms of institutional coordination, common strategic orientations were identified toward classified governance, agile governance, and collaborative governance. At the level of policy implementation, significant divergences were observed among countries regarding their emphasis on governmental oversight, industry self-regulation, or third-party oversight mechanisms.

인공지능(AI) 거버넌스는 최근 전 세계적으로 가장 주목받는 의제 가운데 하나이다. 따라서 주요 국가 및 지역의 거버넌스 특징을 분석하여 글로벌 인공지능의 건강한 발전을 도모하는 방법 역시 큰 관심을 받고 있다. 본 연구는 비교정책연구(Comparative Policy Research)의 패러다임을 기반으로, 정책 과정 이론(Policy Process Theory)의 분석적 프레임 워크를 활용하여 미국, 중국, EU, 한국의 인공지능 거버넌스 메커니즘을 체계적으로 비교 분석하였다. 분석 결과, 의제 구조화(Agenda Structuring) 단계에서는 수직적 영역별 규제 접근법과 수평적 위험 분류 체계라는 두 가지 상이한 거버넌스 패러다임이 도출되었 다. 제도적 조율(Institutional Coordination) 측면에서는 분류형 거버넌스(Classified Governance), 민첩 거버넌스(Agile Governance), 협력적 거버넌스(Collaborative Governance) 를 지향하는 공통된 전략적 지향점이 확인되었다. 정책 실행(Policy Implementation) 차원에 서는 국가별로 정부 감독, 자율 규제, 제3자 감독에 대한 차별화된 정책적 비중과 접근 방식의 이질성이 규명되었다.
