This study aims to explore revitalization strategies for cruise tourism ports of call in the Jeonnam region of South Korea. As cruise tourism emerges as a high-value-added global industry, major domestic ports such as Busan, Jeju, and Incheon have seen continued development. In contrast, the Jeonnam region—despite possessing rich marine tourism resources and cultural assets—has faced stagnation due to inadequate port infrastructure, insufficient collaboration with cruise lines, and a lack of differentiated tourism content. To address these challenges, this study analyzes both domestic and international best practices in cruise port operations, including exemplary cases from Singapore, Yokohama, and Barcelona. Based on this comparative analysis, the study proposes several strategic directions for Jeonnam. First, it recommends developing Yeosu Port as a strategic central hub while establishing a multi-port network with Mokpo and Gwangyang. Second, it emphasizes the creation of localized, high-value tourism content to enhance visitor stay and spending. Third, it calls for strengthened collaboration with cruise lines and online travel agencies (OTAs) to attract regular routes. Fourth, it highlights the need to build eco-friendly infrastructure that aligns with global sustainability standards. These integrated strategies are expected to shift Jeonnam’s cruise ports from transit points to immersive destinations, contributing to balanced regional development and enhancing South Korea’s global competitiveness in cruise tourism. This study provides practical implications for policy-making and offers a foundational framework for the sustainable growth of cruise tourism in the Jeonnam region.

본 연구는 전남지역 크루즈 관광 기항지의 활성화 전략을 모색하는 것을 목적으로 한다. 크 루즈 관광은 세계적으로 빠르게 성장하는 고부가가치 관광산업이며, 국내에서도 부산항·제주항·인천항 등을 중심으로 시장이 확대되고 있다. 그러나 전남지역의 주요 크루즈 기항지인 여수항·광양항·목포항 은 풍부한 해양 관광 자원과 문화유산을 보유하고 있음에도 불구하고, 열악한 관광 인프라와 크루즈 선 사와의 협력 미흡 등으로 인해 활성화 수준이 저조한 실정이다. 이러한 문제를 해결하고 전남지역의 잠 재력을 실현하기 위하여 본 연구에서는 국내외 주요 크루즈 기항지(부산항, 제주항, 인천항, 플로리다, 싱가포르, 요코하마, 바르셀로나)의 성공 요인을 비교·분석하여 전남지역에 적용가능한 발전 방안을 도 출하였다. 연구 결과, 전남지역에서 크루즈 관광을 활성화하기 위해서는 첫째, 여수항 전략적 중심 기 항지 육성, 둘째, 목포항·광양항 등 인근 항만과 연계한 다항 네트워크 구축, 셋째, 체류형 관광 콘텐츠 개발, 넷째, 민관 협력 강화 및 신규 크루즈 노선 유치, 다섯째, 지속가능한 친환경 항만 인프라 확충이 필요함을 확인하였다. 특히 전남지역은 해양경관과 역사·문화 자원을 활용한 특화 관광 프로그램 개발 과 친환경 관광 인프라 개선을 통해 크루즈 관광객의 체류 시간 연장과 만족도 제고를 도모해야 한다. 이를 통해 전남지역이 국제적인 크루즈 관광 허브로 자리 잡을 수 있도록, 지역 특화 브랜드 정체성 확 립과 글로벌 홍보 강화 등을 포함한 정책적 지원과 지속적인 노력이 병행되어야 한다. 본 연구는 전남지역 크루즈 관광 활성화를 위한 실질적인 정책적 함의를 제시하며, 향후 지속가능한 크루즈 관광 발전 과 지역 경제 활성화에 기여할 것으로 기대한다.
