This article examines the process and background of the formation of the Bulkwang Dharma Assembly and the Bulkwang Movement led by Venerable Gwang-deok. In the earlier part of the discussion, this article examine the distant background of the Bulgwang Dharma Assembly and the Bulgwang Movement, focusing on the Venerable Gwang-deok’s early monastic life at the Beomeosa Temple in the 1950s and his experiences at participating in Shin So-cheon’s patriotic movement by the recitation of the Diamond Sutra. In particular, during the initial ten years of his monastic life before receiving the full precepts, it is noteworthy to focus on the Venerable’s unique perspective on receiving the precepts. The Venerable himself referred to receiving the full precepts after ten years of ascetic practice as a “great death once and for all”, and in his subsequent writings on training disciples, he explained this as “arising of the great bodhicitta.” In the 1960s, the Venerable Gwang-deok participated in the contemporary purification movement and held various positions within the monastic order. In this process, we can identify activities that can be seen as the preliminary stages of the Bulgwang Movement. Finally, with the founding of the monthly magazine entitled the Bulgwang in 1974, the Bulgwang Dharma Assembly was launched, and based on the Bulgwang Dharma Assembly, the Bulgwang Movement began to be unfolded. In the process of the Bulgwang Movement, the Venerable Gwang-deok emphasized the agency of “practitioners of awakening” ,“proactive practitioners of the Buddhist dharma”, or “the practitioners of the Bodhisattva Samantabhadra’s Vows”, as the main actors for proactive propagation of the Buddhist Dharma. In short, the foundation of the Bulgwang Dharma Assembly and the Bulgwang Movement based on the Assembly was formed during the ten years of ascetic practice in the 1950s and the ensuing process leading to his ordination.

본 논문은 스님 광덕이 주도했던 불광법회와 불광운동이 출현하는 근원적 배경을 추적한 것이다. 논의의 앞부분에서는 불광법회와 불광운동의 먼 배경으로 1950년대 광덕이 출가 초기 범어사에 머물면서 처음 접했던 불교전통, 그리고 신소천의 금강경구국운동 참여 과정에서 얻은 경험에 대해 살펴보았다. 특히 구족계를 받기까지의 초기 10년의 수행 과정에서 주목해야 할 것은 수계득도에 대한 스님의 독특한 관점이다. 10년의 행자 생활 후의 구족계에 대해 스님 스스로도 ‘대사일번’이라 지칭하고 있고, 이후 도제양성에 관한 글에서는 이것을 ‘발광대보리심’으로 설명하고 있다. 1960년대, 광덕은 정화운동 참여 및 종단의 여러 소임을 맡았는데, 이 과정에서 불광운동의 전 단계라고 볼 수 있는 활동들을 확인할 수 있다. 마지막으로 1974년 월간 불광의 창립을 기점으로 전개된 불광법회, 불광법회를 기점으로 삼아 불광운동이 전개되었다. 불광운동 과정에서 광덕은 ‘각의 행동자’ ‘법의 구체적 행동자’ 혹은 ‘보현행자’라는 주체적 능동적 전법 행위의 주인공에 대하여 강조하고 있다. 따라서 불광법회 그리고 불광법회를 기점으로 삼는 불광운동의 기반은 1950년대의 출가초기 10년의 행자 생활과 출가로 이어지는 과정에서 형성된 것이라고 볼 수 있다고 생각한다.
