The occurrence of an accident directly affects life or body, and once it occurs, it can lead to significant consequences. Therefore, for a safe consumption life, the state needs to reorganize laws and regulations as necessary. It is most important to prevent the occurrence or expansion of damage to life or body in consumer consumption activities and to ensure its safety. Currently, Korea is applying some provisions of the “Basic Consumer Act”, a general law on consumer safety, in relation to consumer safety. In addition, the administration on consumer safety is operated in accordance with individual laws handled by the competent ministries. However, the current system has limitations in situations where rapid response is needed regarding consumer safety. In addition, it is clear that special care is needed for children who have difficulty securing safety on their own. In order to strengthen the immediate response to consumer emergencies, the government should reorganize a system that can be promoted as one. In addition, it is necessary to revise individual laws for child safety to further supplement policies such as consumer protection in the future.

사고의 발생은 생명･신체에 직접적인 영향을 미치고, 한 번 일어나면 중대한 결과로 이어질 수 있기 때문에, 안전하고 안심할 수 있는 소비생활을 위해 국가 는 필요에 따라 법령 등을 정비할 필요가 있다. 현재 우리나라는 소비자의 안전 과 관련하여, 소비자 안전의 일반법인 ｢소비자기본법｣의 일부 규정을 중심으로, 소관 부처가 담당하는 개별법률에 따라 소비자 안전에 관한 행정이 운영되고 있 어, 긴급한 상황이 발생하였을 때 신속한 대응에 한계가 있다. 소비자의 소비생활에 있어서 생명 또는 신체에 대한 피해의 발생 또는 확대를 방지하고 그 안전을 확보하는 일은 무엇보다도 중요하며, 소비자 스스로 안전을 확보하기 위해 적절한 의사결정을 하고 행동하는 것이 불가능한 어린이들에게 특별한 관리가 필요한 것은 분명하다. 소비자 긴급사태 등의 즉시 대응 강화를 위해 정부가 일체가 되어 추진 할 수 있도록 체계를 마련하고, 어린이 안전 개별법률을 개정하여 소비자의 보호 등의 시책을 앞으로도 더욱 내실화할 필요가 있다.
