(Purpose) This study examines the effectiveness of foreign inflow policies in addressing population decline in Korea’s non-metropolitan and legally designated depopulated areas. It aims to propose policy directions that consider regional industrial structures to support sustainable local economy growth. (Research methods) Using panel data from basic local governments, the study empirically analyzes the relationship between foreign inflow and local economic growth. It also incorporates the moderating effects of employment share of base industries and compares trends across Target regions and Comparison regions. (Findings) Foreign inflow generally had a positive impact on local economy growth, but the effects varied by industrial structure. In depopulated areas, foreign inflow significantly contributed to quantitative growth, such as increases in GRDP. In contrast, in comparison regions, it was more closely associated with qualitative improvements, including higher proportions of regular employment. (Conclusion and recommendations) Foreign inflow should be regarded not as a short-term labor solution but as part of a long-term regional development strategy. Efforts should focus on training skilled foreign workers, offering industry-specific education and certification, and expanding support for related industries to foster high-value growth.

(연구목적) 본 연구는 법정인구감소지역을 포함한 비수도권의 인구 감소 위기를 해결하기 위한 외국인 유입 정책의 효과를 분석하고, 지역 산업 구조와 연계한 정책 방향을 제안하는 데 목적이 있다. 기존 연구들이 외국인 유입과 경 제 성장 간의 관계를 주로 국가 단위에서 분석한 것과 달리, 본 연구는 기초지방자치단체 수준에서 외국인 유입이 지역 경제에 미치는 영향을 실증적으로 검토하였다. (연구방법) 기초지방자치단체를 단위로 외국인 유입과 지역 경제 성장 간의 관계를 패널 분석을 통해 실증적으로 검토하였으며, 지역별 산업 구조(기반 산업 고용 비율)의 조절 효과와 지역별 차이를 함께 분석하였다. (연구결과) 외국인 유입은 전반적으로 지역 경제 성장에 긍정적 영향을 미쳤으나, 산업 구조에 따라 그 효과는 상 이하였다. 연구지역에서는 외국인 유입이 양적 성장(GRDP), 비교지역에서는 질적 성장(상용직 비중)에 유의미한 효과가 나타났다. 이러한 차이는 지역의 산업 특성 및 외국인의 노동시장 내 역할과 밀접한 관련이 있는 것으로 분석되었다. (결론 및 제언) 외국인 유입을 단기 인력 확보 수단이 아닌 중장기 지역 성장 전략으로 접근해야 하며, 숙련 노동 자 양성, 산업 맞춤형 교육･자격제도, 연관 산업 지원 확대가 병행되어야 한다.
