Cyber-terrorism and Digital Cultural Property

This paper explores the growing threat of cyberterrorism to cultural property, emphasizing that in today’s digital age, heritage assets face unprecedented, multidimensional risks in cyberspace. First, it elucidates the concept, characteristics, and operational modalities of cyberterrorism, highlighting diverse methods of infiltration and attack in virtual environments. Next, from a digital perspective, it examines the importance and vulnerability of cultural property—particularly museum databases and historical artifacts—while underscoring the potential risks they encounter online. Drawing on multiple real-world cases (e.g., large-scale cyberattacks on museums in the United States, the deliberate vandalism of relics at Australia’s Golden Dragon Museum), this study demonstrates how cyberterrorism can inflict both direct and indirect damage on cultural heritage assets.Finally, the paper synthesizes a range of response strategies. These include technical measures (e.g., fortifying cybersecurity infrastructure, leveraging blockchain and artificial intelligence), managerial approaches (e.g., enhancing staff training, establishing comprehensive cybersecurity governance), and international cooperative efforts (e.g., creating cross-border intelligence-sharing platforms, standardizing global cybersecurity protocols). Ultimately, the author calls for concerted collaboration among governments, international organizations, academic institutions, and the broader public to safeguard the collective cultural heritage of humankind from evolving cyber threats.
