This study analyzed the problems of South Korean correctional education and to seek ways of improvement by comparing with overseas cases. An analysis of the current state of Korean correctional education shows that it does not sufficiently support the prisoners’ re-socialization and reintegration to society due to various insufficient responsiveness to learner needs, and shortage of professional education providers. Accordingly, this study reviewed and analyzed exemplary correctional education cases in the United States, Norway, Australia, and the Philippines. Correctional education systems in each country take diverse approaches in collaboration with local communities to promote inmate autonomy and participation. The US model offers access to higher education while Norway features a reintegration guarantee system grounded in lifelong learning. Australia offers art therapy programs, and the Philippines provides life-skills education in autonomous communities. The cases offer significant implications for Korean correctional education. This study proposes several directions for advancement: introducing a lifelong education framework, establishing a community partnership system, customizing education to meet inmate needs and societal changes, establishing post-release educational pathways, promoting active cooperation with private companies, non-profit organizations, and universities, and implementing participatory educational methods. This study contributes to the qualitative advancement of Korean correctional education with insights from international comparison and analysis.

본 연구는 한국 교정교육의 문제점을 분석하고, 해외 사례 검토를 통해 한국 교정교육의 발전 방안을 모색하는 것을 목적으 로 하였다. 분석 결과, 한국 교정교육은 교육 기회의 제한, 단기 적 운영, 수요 반영 부족, 전문 인력의 부족 등 여러 한계로 인해 수형자의 재사회화와 사회 복귀를 충분히 지원하지 못하고 있다. 본 연구는 미국, 노르웨이, 호주, 필리핀의 우수 교정교육 사례를 검토 및 분석하였다. 각국은 수형자의 자율성과 참여를 중심으로 지역사회와 연계된 다양한 교육 방식을 운영하고 있음을 확인하 였다. 미국의 고등교육 중심 모델과 사회 변화를 반영한 교육의 제공, 노르웨이의 평생학습 기반 복귀보증제, 호주의 예술치유 프로그램, 필리핀의 자율공동체형 생활교육은 한국 교정교육에 유의미한 시사점을 제공한다. 연구 결과를 바탕으로 한국 교정교 육의 발전 방안으로는 평생교육 관점의 도입, 지역사회 연계 체 계 구축, 수형자의 요구와 사회의 변화를 반영한 교육, 출소 후 교육 연계 제도 마련, 민간기업과 비영리기관 및 대학과의 활발 한 협력 증진, 참여 중심의 교육 방법 도입이 필요함을 제언하였 다. 본 연구는 해외 사례를 비교·분석함으로써 한국 교정교육의 질적 발전을 위한 방향성을 제시하였다는 점에서 의의를 갖는다.
