This study aimed to analyze the budget fluctuation patterns in the field of disaster prevention and civil defense in Gyeonggi Province from the establishment of the Civil Defense Corps (1975) to the recent period (2023) from the perspective of the punctuated equilibrium theory, and to derive measures to enhance the effectiveness of disaster safety budget planning and allocation. The analysis revealed that the budget showed abrupt fluctuations influenced by specific social and political events. In the early stages of the Civil Defense Corps’ establishment, North Korea’s activities against South Korea and the reorganization of central administrative bodies were major contributing factors. From the 1990s, the expansion of civil defense functions led to an increase in the budget, and in the 2000s, significant focal events were decisive factors for sharp budget increases. As suggested by the punctuated equilibrium theory, the budget fluctuation rates followed a leptokurtic distribution, though the frequency of punctuated changes was relatively high. The time series analysis identified three instances where specific events had a sustained impact on the budget beyond short-term intervention effects. The findings emphasize the need for a more strategic prioritization of agenda-setting and an efficient processing system in Gyeonggi Province’s disaster prevention and civil defense budget planning. It suggests that in the early stages of policy design, a comprehensive exploration of information and problem definition is necessary to preemptively capture punctuated changes.

본 연구는 단절적 균형이론의 관점에서 민방위대 창설(1975년)부터 최근(2023년) 동안 경기도 재 난방재･민방위 분야의 예산 변동패턴을 분석하고, 효율적인 재난안전예산 편성 및 배분의 작동성 강화 방안을 도출하고자 한다. 분석 결과, 예산이 특정 사회적･정치적 사건의 영향을 받아 급격한 변동을 보 였으며, 민방위대 창설 초기에는 북한의 대남 활동과 중앙 행정기구 개편이 주요 원인으로 작용했다. 1990년대부터는 민방위 기능의 확장으로 예산이 증가하였고, 2000년대에는 대형 초점사건이 예산 급 증의 결정적 요인이었다. 단절적 균형이론이 주장하는 바와 같이 예산 변동률은 세첨분포를 따랐으나 단절적 변화의 빈도가 다소 높은 모습을 보였다. 예산을 시계열 분석한 결과, 단기간의 개입효과뿐만 아니라 특정 사건이 예산에 지속적인 영향을 미치는 경우가 3번 존재하는 것을 발견하였다. 연구 결과, 경기도의 재난방재･민방위 예산 편성에서 의제설정(정보) 우선순위 설정과 효율적 처리 체계가 더 필 요함을 강조하고자 하며, 정책 설계 초기 단계에서 폭넓은 정보 탐색과 문제 정의를 통해 단절적 변화 를 사전에 포착할 수 있는 접근이 필요함을 제안한다.
