Technology disclosure significantly contributes to the national industry by saving time and costs for citizens and companies through defensive disclosure, preventing others from exercising patent rights through prompt disclosure, securing technological leadership, and promoting industrial technology development by allowing others to freely use disclosed technologies. Additionally, immediate publication enables early identification and utilization of technological trends, and reduces social costs associated with redundant research and development. Moreover, the ability to apply for a novelty grace period within 12 months of disclosure provides an advantage for companies to utilize it as part of their intellectual property strategy. Therefore, activating Korea's Internet Technology Disclosure is of great significance. This study, primarily based on literature review and data analysis, conducted a comparative study of Korea's Internet Technology Disclosure and Japan's more established Journal of Technology Disclosure. First, it compared the institutional and operational aspects of Korea's Internet Technology Disclosure and Journal of Technology Disclosure. Second, it conducted a comparative analysis of the technological aspects, focusing on the distribution of technologies based on patent classification. As a result of the comparative study, several considerations and implications for activating Korea's Internet Technology Disclosure were derived.

기술 공지는 방어목적의 기술 공개로 인한 우리 국민/기업의 시간과 비용 절감, 신속한 기술 공개로 인한 타인의 특허권 행사 방지 또한 기술 선점, 공지된 기술을 타인이 무료로 사용할 수 있게 함으로 산업 기술 발전에 기여, 게재 즉시 공개되므로 기술동향 파악 및 활용을 조 기에 실현, 중복연구개발에 따른 사회적비용 절감 가능 등 국가 산업 에 기여하는 바가 크기에 한국의 인터넷기술공지 제도 활성화는 큰 의 의를 지닌다. 또한 기술 공지일로부터 12개월 내 공지예외를 적용받을 수 있어 기업 등이 지식재산 전략의 하나로 활용이 가능한 이점이 있 기에 한국의 인터넷기술공지 활성화는 중요한 문제이다. 본 연구는 주로 문헌 연구와 데이터 분석을 중심으로 비교론적 관점 에서 한국의 인터넷기술공지와 상대적으로 활성화된 일본의 공개기보 를 비교 연구하였다. 첫째로 한국의 인터넷기술공지와 일본의 공개기 보의 제도 및 서비스 운영 측면을 비교하였으며, 둘째로 기술적 측면 을 특허기술분류 기준 기술분포 중심으로 비교하였다. 비교 연구 결과 로 한국의 인터넷기술공지 활성화를 위한 몇 가지 고려사항 및 시사점 을 도출하였다.
