Japan experienced a seismic event of exceptional magnitude measuring 9.0 on the Richter scale on March 11, 2011. The seismic event was succeeded by a tsunami and nuclear plant incident, collectively known as the ‘Tohoku Earthquake’. The Tohoku Earthquake had a profound impact on Japan and the global community, resulting in a casualty toll exceeding 20,000 individuals. The Tohoku Earthquake was a massive disaster, resulting in a significant global humanitarian response. The Korean government took action by sending out the world's first emergency rescue team to provide relief in Korea. During that period, the “Help Japan Movement” gained popularity in South Korea as a way to assist and show support for Japan during its difficult time. Even though the enthusiasm faded quickly, it is worthwhile to revisit the 2011 South Korea Help Japan movement today. It demonstrated the capacity for civil society in both nations to show empathy and work together in response to a significant disaster. Throughout history, Turkey and Greece, who have been adversaries, have collaborated on humanitarian initiatives during significant crises, subsequently leading to a reduction in tensions between the two nations. In this context, it is imperative to consider the possibility of disasters occurring in Northeast Asia, specifically on the Korean Peninsula. For instance, in South Korea, there has been discussion about the potential eruption of Mount Baekdu. In Japan, the occurrence of a direct–hit earthquake on the capital city is also a conceivable possibility. In the end, although it has diminished in prominence, it is believed that the movement within Korean society to aid Japan during times of disaster will be emphasized, highlighting the significance of cooperation.

2011년 3월 11일, 일본에서는 매그니튜드 9.0이라는 사상 초유의 지진이 발생했다. 지진은 이후 쓰나미와 원전사고로 이어졌는데, 그 일련의 재해를 통상 ‘동일본 대지진’이라고 부른다. 동일본 대지진은 2만 명이 넘는 희생자를 내며 일본은 물론, 세계를 놀라게 했다. 동일본 대지진은 엄청난 규모의 재해였고, 그런 만큼 전 세계로부터 도움의 손길이 쇄도했다. 이는 한국에서도 마찬가지였는데, 한국 정부는 세계에서 가장 먼저 긴급 구조대를 파견하는 등 구호에 적극적이었다. 당시 한국에서는 어려움에 빠진 일본을 돕고 응원하자는 ‘일본 돕기 운동’이 일종의 열풍을 형성하기까지 했다. 비록 그 열풍은 장기간 계속된 것은 아니었지만, 2011년에 벌어졌던 한국 내 일본 돕기 운동은 오늘날 다시금 되돌아볼 가치가 있다. 거대한 재난 앞에서 양국의 시민사회가 공감･협력할 수 있다는 가능성을 보여주었기 때문이다. 역사적으로 앙숙인 튀르키예와 그리스도 대규모 재난 앞에서 서로 인도주의를 내세워 협력했고, 이것은 양국 관계의 긴장 완화로 연결됐다. 이러한 맥락에서 우리는 한반도를 포함한 동북아시아의 재해 발생 가능성에 대해 돌아볼 필요가 있다. 가령 최근 한국에서는 백두산 폭발의 가능성이 대두되고 있다. 또 일본의 경우, 수도 직하형 지진의 발생 가능성이 존재한다. 결국, 지금은 희미해져 버렸지만, 재해 앞의 협력이 강조되는 어느 시점에 한국 사회의 일본 돕기 운동은 새롭게 조명되지 않을까 생각한다.
