This study analyzes the transition of the regional balanced development discourse into a discourse of regional extinction from the perspective of discursive institutionalism, focusing on the Jeonbuk Special Self-Governing Province. In the early 2000s, Jeollabuk-do actively embraced national balanced development policies and sought to position itself as a regional growth center. However, by the mid-2010s, the effectiveness of these policies had diminished. Since 2016, as policies to counter rural decline have gained momentum, discourses of regional antibiosis and rural decline have merged. In this context, Jeollabuk-do underwent a policy discourse process that realigned development strategies with local characteristics. This transformation illustrates how policy discourse is reconstructed through discursive struggles between central and regional actors and highlights the need to reframe the discourse of regional extinction by fostering locally-driven policy narratives.

본 연구는 담론제도주의(Discursive Institutionalism)의 관점에서 지역균형발전 담론이 지방소멸 담론으로 전환된 과정을 전북특별자치도 지역을 중심으로 분석하 는 것을 목적으로 한다. 2000년대 초반 전라북도는 지역균형발전 담론을 적극적으 로 수용하며 지역성장 거점으로 자리매김하고자 했다. 하지만, 2010년대 중반 이후 균형발전의 효과가 미흡해지게 됐다. 이후 2016년 이후 지방소멸 대응정책이 본격화됐다. 이후에 지역균형발전 담론과 지방소멸 담론이 합쳐지면서 인구문제와 지 역균형 발전론이 재구성됐다. 이 과정에서 전북지역은 지역의 특성에 맞게 정책을 재조정하는 과정을 거쳤다. 이러한 변화는 정책담론이 중앙-지역 간의 담론조정 속 에서 재구성됨을 보여준다.
