This study models the supply chain reorganization policy focusing on subsidies and tariffs and shows that, first, if the externalities of DFI such as domestic job creation are sufficiently large, subsidy for domestic production is likely to be maintained in the new US administration. Second, if tariff is chosen in place of subsidy as a supply chain reorganization policy, the government expenditure can be saved but, since the optimal tariff is limited by the difference in marginal costs of the two countries due to tariff-jumping DFI, tariff may not induce sufficient amount of externalities and may not be a desirable policy.

최근 미국의 정권 교체로 지난 정부에서 실시되었던 정책의 지속성에 대해 불확실성이 제기되고 있으며, 우리나라에서는 특히 미국의 공급망 재편 정책의 변화 가능성과 그것이 우리나라 기업들의 대미국 해외직접투자에 미치는 영향에 대한 관심이 크다. 공급망 재편 정책을 모형화하여 분석한 결과, 첫째, 공급망 재편을 통한 자국내의 고용 창출 등의 외부효과가 충분히 크다면 미국내 생산에 대한 보조금 지급을 기반으로 한 공급망 재편 정책이 유지될 가능성이 크다. 둘째, 공급망 재편정책으로 보조금 대신 관세를 선택하면 정부의 보조금 지출을 회피할 수 있지만, 관세를 우회하는 해외직접투자로 인하여 최적 관세는 두 국가의 한계비용의 차이에 의해 제한된다. 따라서 생산물 단위 당 외부효과가 충분히 클 때 보조금을 관세로 전환하는 것은 바람직하지 않다.
