Since Serious Accident Punishment Act, the construction industry has made efforts to prevent serious accidents by risk assessment. However, safety management performance has been falling short of expectations, and therefore, in-depth efforts are required to strengthen the application and execution of risk assessment. In particular, as the high number of industrial accidents and improper safety management in small and medium-sized businesses, the importance of risk assessment is being emphasized. To solve this problem, an empirical analysis of the current status on risk assessment is required. So, we aim to empirically analyze the current status of the risk assessment system in small and medium-sized construction businesses and ways to improve its execution using an online survey platform for managers and workers in workplaces with construction costs of less than 5 billion won. The results of survey showed that most businesses have appropriately appointed safety management managers and are regularly conducting risk assessments. In addition, it was confirmed that there is a high need for the introduction of a linked smart safety management system. However, limitations were also identified, such as need to improve risk assessment-related educational content and strengthen the expertise of managers.

중대재해처벌법 시행 이후, 건설업에서는 위험성평가 제도를 중심으로 중대재해 및 산업재해 예방을 위해 노력 해 왔다. 하지만, 안전관리 성과는 기대에 미치지 못하고 재해율은 정체되어 있는 것이 현실이다. 따라서 위험성 평가 의 적용 및 실행력 강화를 위한 심도 있는 노력이 필요하다. 특히, 중소규모 사업장에서의 높은 산업재해율과 부실한 안전관리에 대한 사회적 관심이 증가함에 따라, 위험성 평가의 중요성이 강조되고 있다. 이러한 문제를 체계적으로 해결하기 위해서는 위험성평가에 대한 면밀한 실태 분석과 개선 사항에 대한 실증적 분석이 요구된다. 본 연구의 목 적은 중소규모 건설업에서의 위험성평가제도의 운영실태 및 실행력 제고를 위한 방안을 실증적으로 분석하는 데 있 다. 이를 위해, 50억 미만 중소 건설사업장에 종사하는 관계자를 대상으로 온라인 설문조사 플랫폼을 활용하여 실태 를 조사하고 문제점을 개선하고자 하였다. 조사 결과 대부분 사업장에서 안전관리책임자를 적절히 선임하고 있으며 위험성 평가를 정기적으로 실시하고 있다는 것과 연계된 스마트 안전기술의 도입에 대한 필요성이 높다는 사실을 확 인하였다. 하지만, 위험성평가 교육내용의 개선과 관리감독자의 전문성이 강화되어야 한다는 한계점도 도출되었다.
