With the advancement of local autonomy, the legislative and policymaking activities of local council members have become increasingly complex and specialized. To effectively support these functions, the Policy Support Officer system was introduced in 2022. However, the broad and ambiguous legal definition of PSOs’ roles has limited the system’s effectiveness, as their specific responsibilities and priorities remain unclear in practice. This study aims to clarify the role of PSOs by systematically analyzing task priorities and providing strategic recommendations for their efficient operation. To achieve this, we utilize the Analytic Hierarchy Process (AHP) to assess the relative importance of various tasks performed by PSOs. The results indicate that policy research (0.205), policy impact and budget review (0.160), ordinance enactment (0.138), and ordinance revision and repeal (0.128) are the most critical responsibilities of PSOs, while public service and civil complaint handling (0.167) rank lower in importance. These findings suggest that PSOs should focus more on specialized research and legislative support to enhance the policymaking capacity of local councils, rather than merely providing administrative assistance. This study contributes both academically and practically by clarifying the functional priorities of PSOs and offering actionable insights for local council members and secretariat offices to optimize the utilization of PSOs. Future research should employ qualitative methods to analyze the actual work processes and organizational dynamics of PSOs and conduct comparative studies across different local councils to enhance the generalizability of these findings.

지방자치제도의 발전과 함께 지방의회 의원들의 정책 결정 및 입법 활동이 점점 더 복잡하고 전 문화됨에 따라, 이를 효과적으로 지원하기 위한 정책지원관 제도가 2022년 도입되었다. 그러나 정 책지원관의 역할이 법상 포괄적으로 규정되어 있어, 실제 업무 수행 과정에서 구체적인 역할과 중 요성이 명확하게 정리되지 않았다는 점이 제도의 실효성을 저해하는 요인으로 지적되고 있다. 이에 본 연구는 정책지원관의 업무 수행 우선순위를 체계적으로 분석하여 역할 명확성을 확보하고, 보다 효율적인 운영 방향을 제시하는 것을 목적으로 한다. 이를 위해 계층 분석 방법(AHP, Analytic Hierarchy Process)을 활용하여 정책지원관이 수행하는 개별 업무의 상대적 중요도를 평가하였다. 연구 결과, 정책연구(0.205), 정책효과 및 예산안 검토(0.160), 조례 제정(0.138), 조례 개정 및 폐지(0.128) 등의 입법 지원 및 정책 분석 업무가 정책지원관의 핵심 역할로 인식되고 있으며, 반면 대민 서비스 및 민원 처리(0.167)와 관련된 업무는 상대적으로 낮은 중요도를 보였다. 이러한 결과 는 정책지원관이 단순한 행정 지원을 넘어, 지방의회의 정책 역량 강화를 위한 전문 연구 및 입법 지원 역할에 보다 집중해야 함을 시사한다. 본 연구는 정책지원관의 실질적인 업무 수행 방식과 역할 명확성을 규명함으로써, 지방의회 의원 및 의회사무처가 정책지원관을 보다 효과적으로 활용할 수 있는 전략적 방향을 제시했다는 점에서 실무적 ·학문적 기여점을 갖는다. 또한, 후속 연구에서는 정책지원관의 실질적인 업무 수행 과정과 조직 내 협력 관계를 분석하는 질적 연구가 필요하며, 다양한 지방의회를 비교하는 연구를 통해 연 구 결과의 일반화를 도모할 필요가 있음을 제안한다.
