Socio-structural problems such as poverty, inequality, and the disintegration of families and society are treated as major causes of crime, and studies are actively underway in various academic fields to clarify the relationship between the economic conditions of individuals and society and crime. In addition, policies to solve problems such as poverty and inequality, and discourses on social equity and fairness are being actively discussed in various fields such as society, economy, education, labor, and welfare, but sufficient discussion is not being conducted from the perspective of public safety and police policy. This study raised fundamental questions the guiding principles of police administration necessary to respond to poverty-related crime problems and discussed several important topics to find the right policy direction. First topic addressed why an approach based on the concept of justice is necessary in the relationship between poverty and crime, and discussed the administrative principles and implications that guide police administration. Second topic addressed the moral reasoning according to the three approaches (institutional agreement on the concept of poverty, the principle of equal opportunity, and consequential equity) necessary for police activities related to poverty-crime. Finally, this study emphasized the normative and practical values of projecting the concept of justice in poverty-responsive police activities and discussed practical limitations.

빈곤, 불평등, 가정 및 사회 해체와 같은 사회구조적 문제는 범죄 발생의 주요 원인 으로 다뤄지며, 다양한 학문분야에서 개인 및 사회의 경제적 조건과 범죄 간의 관계를 규명하기 위한 연구가 활발히 진행되고 있다. 또한 사회, 경제, 교육, 노동, 복지 등 다 양한 분야에서 빈곤, 양극화, 불평등 문제 해결을 위한 정책과 사회적 형평, 공정 등의 담론이 활발하게 논의되고 있지만 치안 정책 관점에서는 충분한 논의가 이루어지지 않 고 있다. 본 연구에서는 빈곤이 내재된 범죄 문제 대응에 필요한 경찰행정 지도원리에 대한 관심을 제고하고 올바른 정책 방향 모색을 위해 몇 가지 중요한 논제를 다루었다. 첫째, 빈곤과 범죄의 관계에 있어서 정의(justice) 관념의 접근이 필요한 이유를 다루고 경찰행정을 지도하는 행정원리와 시사점을 논의하였다. 둘째, 빈곤-범죄에 대한 경찰활 동에 있어서 필요한 세 가지 접근방법(빈곤개념의 제도적 합의, 기회균등의 원리, 결과 적 형평성)에 따른 도덕적 추론을 논의하였다. 마지막으로 빈곤대응적 경찰활동에서 정의 관념을 투영하는 것이 갖는 규범적, 실용적 가치를 강조하고 실무상의 한계점을 논의하였다.
