The purpose of this study is to operate and propose a living lab method governance related to the smart pole and media wall of the Goyang Special City Base Smart City Creation Project. Citizens' opinions were collected through the operation and communication of the citizen community, working-level advisory group, and company in Goyang Special City, Gyeonggi-do. From September 13 to December 13, 2024, the 1st to 3rd civic solution group workshops were held. As a research method, the stages of problem definition, idea proposal and development, action plan, and feedback were included. As a result of the study, the Citizen's Resolution Team, Goyang City Hall, and D University Living Lab's research team participated in the smart city development project of Goyang Special City to conduct on-site briefing sessions for collecting opinions and defining problems, and the importance of citizen participation and feedback was emphasized. The second civic resolution group activity was conducted by sharing the results of the first opinion collection and asking companies to reply to citizens' opinions on the installation location and function of smart poles and media walls, and the first (near Haengshin Station), the second (Deogyang-gu, Western Dome, Hwajeong Station, and La Festa) were proposed as candidate areas for installation. In addition, it plans to contribute to revitalizing the local community and enhancing safety by establishing a system for responding to civil complaints and managing operations after the installation of the Busking Pole. In the 3rd civic resolution group activity, the opinion that continuous information sharing for citizens was needed was suggested, and finally, candidate sites such as La Festa, Western Dome, and Hwajeong Station were proposed as testbed areas.

본 연구는 고양특례시 거점형 스마트시티 조성사업의 스마트폴 및 미디어월과 관련 리빙랩 방식 거버넌스 운영과 제안을 목적으로 한다. 경기도 고양특례시에서 시민커뮤니티와 실무 자문단 및 기업의 운영과 소통을 통해 시민 의견을 수렴하였다. 2024년 9월 13일부터 12월 13일까지 1차에서 3차까지 시민해결단 워크숍이 열렸다. 연구 방법으로는 문제 정의, 아이디어 제안 및 발전, 실행 계획 및 피드백의 단계가 포함되었다. 연구결과 고양특례시의 스마트시티 조성사업을 위해 시민해결단, 고양시청, D대학교 리빙랩 연구단이 참여하여 의견 수렴 및 문제 정의를 위한 현장 설명회를 진행하고, 시민 참여와 피드백의 중요성이 강조하였다. 스마트폴과 미디어월을 활용한 환경 부담 감소 방안과 버스킹폴 위치 제안이 논의되었으며, 시민 문화 활동 지원과 스마트시티 기능 강화를 기대하게 되었다. 2차 시민해결단 활동에서는 1차 의견 수렴 결과를 공유하고 스마트폴 및 미디어월의 설치 위치와 기능에 대한 시민 의견을 기업에 회신 요청하는 방식으로 진행되었으며, 1차(행주산성 역사공원 인근, 행신역 인근), 2차(덕양구, 웨스턴돔, 화정역, 라페스타)가 설치 후보 지역으로 제안되었다. 또한, 버스킹폴 설치 후 민원 대응 및 운영 관리 시스템을 마련으로 지역 사회의 활성화와 안전성을 높이는 데 기여할 계획이다. 3차 시민해결단 활동에서는 시민들에 대한 지속적인 정보 공유가 필요하다는 의견이 제시되었으며 최종적으로 후보지 라페스타, 웨스턴돔, 화정역 인근이 테스트베드 지역으로 제안되었다.
