The purpose of this study is to understand the institutional setting of university evaluation policy in Korea. The Institutional setting, as a concept of the newinstitutionalism, means organizational and institutional configuration which had produced political structure and public policy. It also focuses on the stance that the new-institutionalism adopts toward the issues, namely, how to construct the relationship between institutions and behavior and how to explain the process whereby institutions form, sustain, and originate to change. Accordingly, this study introduces the new institutional approach as a useful method to understand the structure of university evaluation and quality assurance system. And proposes the experimental concepts of the institutional setting, that is intra-structure of higher education, government-university relationship, and university-society relationship.

국가 정책은 인간행태의 보편적 특성이나 합리적이고, 인과적인 과정을 통해서 형성되는 것이 아니라, 사회의 제도적 맥락에 따라 형성되고 유지되는 경향이 있다고 보는 것이 신제도주의이다. 이 글에서는 이러한 신제도주의가 우리 대학평가정책의 특성을 이해할 수 있는 유용한 접근방식이라고 보고 그 주요논점들을 고찰하였다. 그리고 대학평가정책의 제도적 맥락을 설명할 수 있는 시론적 개념으로서 대학교육의 내적 구조, 정부-대학 관계, 대학-사회 관계 등을 제시하였다.
