The objective of this research is to present a desirable direction of restructuring of the Korean junior college. To attain the objective, the crisis situation of the junior college, the education policy of junior college from 1996 until 2004 present time, the college restructuring policy contents of the participation government were analyzed. The research results were the reorganization of higher education market, the re-construction of vocational education system, the change of higher education law, the introduction of profit-making corporation junior college system, the expansion of the vocational education public finance.

이 연구의 목적은 한국 전문대학의 바람직한 구조조정 방안을 모색하는 것이다. 연구내용으로는 우선 전문대학의 위기 상황을 진단하였고, 1996년부터 2004년 현재까지 전문대학 교육정책의 변화과정을 살펴보았다. 그리고 참여정부의 대학구조개혁 정책내용을 분석하였다. 전문대학의 바람직한 구조조정 방안으로는 고등교육시장 재편, 직업교육체제 재구축, 고등교육법 개정, 영리 법인 전문대학 제도 도입, 직업교육재정 확충 등을 제시하였다.
