In October 2022, a multiple concentration accident occurred in Itaewon, killing 156 people and injuring 151 people. The cause of the accident was reported intensively around the world under the stigma of failing to respond to safety. Although many causes were caused by accidents, it was reported that the biggest reason was that there were a lot of prior reports to the police, which led to an easy response without predicting the situation. Multiple accidents can cause more accidents in places such as concert halls and stadiums because many people fall and get stepped on or laid down at once, and the weight can be concentrated in the process, leading to major accidents. In the case of the Itaewon disaster, it was estimated that it led to a major disaster as a large crowd continued to flock to the only passage on the downhill road due to a sloping structure in a narrow alley. The Ferry Sewol disaster in 2014 and the Itaewon disaster in 2022 are unfortunate incidents that retreat the tourism industry in Korea, which clearly showed that if thorough preparation is not made in advance, it will lead to a large-scale casualty accident. Since the end of the pandemic, our tourism industry has been carrying out various projects for further development, both at home and abroad, and is planning. Cooperation and research by tourism police personnel and organizations with expertise and community institutions must be urgently conducted.

2021년은 코로나19 장기화에 따른 사회적 피로감과 기대가 함께였 던 한해였다. 관광업계는 팬데믹으로부터 살아남기 위해 많은 노력을 하였으나 지속되는 코로나19 위기를 극복하는 데에는 한계가 있었다. 실제로 국내 유명 여행사는 코로나19 발생 이후 1년간 의 실적 공백 으로 인해 구조조정을 하였으며 중소 여행업계의 휴업과 폐업 건수는 지속 늘어났다. 이러한 위기의 극복을 위해 정부는 단계적 일상 회복 (위드 코로나)과 트래블버블을 주도하였으나, 계속되는 코로나 변이로 인해 쉽게 회복되지 못했다. 정부는 이러한 위기 극복을 위해 관광산 업에 디지털을 결합하여 기존 오프라인만의 한계를 극복하고 영역을 확장시킬 수 있는 방안을 추진하였다. 2023년 마스크 착용과 격리 의무가 해제되는 등 코로나19 관련 규 제가 대폭 완화하면서, 그동안 억눌렸던 여행 수요가 늘고 있으며, 관 광업계는 코로나19 엔데믹(endemic·감염병의 주기적 유행) 전환 이 후, 본격적으로 수요가 증가하고 할 전망이다. 하지만 2022년 경찰청에서는 관광경찰대와 한강경찰대를 폐지하겠 다는 언론의 보도가 있었다. 2014년 세월호 참사, 2022년 이태원 참 사로 인해 관광지에서 경찰의 업무는 얼마나 중요한지를 여실히 보여 줬다. 이에따라 엔데믹 이후 관광산업활성화를 위한 관광경찰의 이론 적 배경, 현황, 관광산업의 동향을 살펴보고 관광경찰의 발전방안을 제언해보고자 한다.
