This paper is intended to investigate new institutional characteristics extracted from the historical analysis of university restructuring in Korea, before drawing out any implications for successful policy implementation to uncover the constraints and limitations of the restructuring from the perspective of 'new institutionalism' widely used in the fields of politics and policy studies. In this study restructuring universities discussed in the framework of middle-range theory is restricted within time and space, and interpreted in the context of situations and environments. This study also analyzes the history of university restructuring into three periods : 1) the restructuring in the quantitative expansion period(1945-1995), 2) the restructuring in the educational reform period(1995-1998), and 3) the restructuring in the IMF effect period(1998-now). From the historical analysis of the restructuring this study suggests the new institutional characteristics of restructuring universities. In conclusion, it maintains that the new institutional approach to the restructuring can trade off the ignorance of its historical characteristics and the limitation of theoretical universality, in existing educational politics models, and the weakness of interpretive range and particularity emphasis caused by using micro frameworks of analysis.

본 연구는 정치학 및 정책연구에서 많이 활용되고 있는 ‘신제도주의’의 관점에서 구조조정의 제약요인과 한계를 밝혀 미래의 정책적 성공을 위한 시사점을 도출하기 위하여 그 전 단계로 대학구조조정의 역사적 분석을 통해 신제도주의적 특성을 밝히는데 목적이 있다. 본 연구에서는 대학구조조정의 개념을 시간과 공간의 제약을 받는 중범위이론(middle-range theory)의 틀 속에서 파악하고, 상황 맥락적인 변화 안에서 해석하였다. 그리고 대학구조조정의 역사를 양적팽창기의 구조조정(1945-1995), 교육개혁기의 구조조정(1995-1998), IMF 영향기의 구조조정(1998-현재), 등 세 단계로 구분하여 분석하고, 이로부터 도출된 대학구조조정의 신제도주의적 특성을 도출하였다. 대학구조조정의 신제도주의적 접근은 새로운 교육정치학적 분석틀로써 대학구조조정의 몰역사성과 구조적 맥락의 미반영, 거시적 보편성의 추구라는 한계 그리고 기존의 교육정치학적 접근모형들에 내재되어 있는 정형화된 분석틀로 인한 해석 범위의 한계와 미시적 특수성의 약점 등을 상쇄할 수 있는 방법을 제공해준다.
