Korean governments have implemented a number of educational reform policies since the promulgation of the 5․31 educational reform measure in 1995. Though each of the governments has undertaken the reform policies according to its ideas and philosophy, however, the performance of implementing the policies has been evaluated less positively. In this light this study is intended to analyze the reform policies of each government, focusing on the ideas and philosophy of educational reform. It analyzes the ideas of educational reform in each government at three levels of their usages, establishing that their judgement criteria for philosophical analysis are composed of ① the adaptability to environments, ② systematic consistency/the validity of goal and objectivities, and ③ the flexible connectedness. As a result of analysis, this study is found to be ① the excessiveness of reform ideas and the poverty of reform philosophy, ② the continuity caused by the institutionalization of the reform ideas, and ③ the disconnectedness between the ideas and policy practices of educational reform. In conclusion, this study suggests that our reform efforts would be made to be 'good' and 'right', if the reform ideas could be discussed rationally in public sphere, and at the same time the designing of institutional mechanism for consensus between interest groups goes well with philosophical inquiry of the ideas.

5․31 교육개혁방안 발표이후 지난 10년간 세 정부는 수많은 교육개혁정책을 추진해 왔다. 각 정부는 나름대로의 교육개혁 이념과 철학에 따라 정책을 추진해 왔으나 일정한 성과에도 불구하고 그다지 긍정적인 평가를 받고 있지 못하다. 이에 대한 원인을 본 연구에서는 교육개혁의 이념과 철학에 초점을 맞추어 분석하고자 한다. 본 연구는 교육개혁이념의 용법을 모두 3수준으로 나누어 수준별로 ① 환경적응성, ② 체계적 일관성/목표체계의 타당성, ③ 유기적 연계성 등의 철학적 분석을 위한 판단준거를 설정하여 각 정부의 교육개혁 이념을 분석하였다. 분석결과, ① 교육개혁 이념의 과잉과 철학의 빈곤 현상, ② 교육개혁 이념의 제도화에 따른 지속 현상, ③ 교육개혁 이념과 정책 실제 사이의 괴리 현상이 발견되었다. 이러한 결과로부터 얻을 수 있는 교훈은 “교육개혁 이념이 공론장에서의 합리적 의사소통에 의해 논의되고 합의를 위한 제도적 메카니즘의 설계가 이념의 철학적 탐구노력과 결부될 때 우리의 교육개혁은 ‘훌륭하고’, ‘좋은’ 것이 될 수 있다는 것이다.
