Purpose: As climate change intensifies, extreme weather events and rising sea levels have significantly increased the occurrence of maritime distress incidents. These challenges are particularly acute within Exclusive Economic Zones (EEZs), where jurisdictional complexity intersects with international legal obligations. This paper aims to examine the legal and normative issues arising from maritime distress caused by climate change and explore regulatory and cooperative frameworks to enhance rescue operations within EEZs. Method: The study employs a legal and policy analysis approach, reviewing international maritime regulations, legal precedents, and existing cooperative mechanisms related to search and rescue (SAR) operations in EEZs. It also incorporates case studies of maritime distress incidents exacerbated by climate change to identify practical challenges and policy gaps. Result: Findings indicate that while international conventions such as UNCLOS and the SAR Convention provide a framework for maritime rescue, jurisdictional disputes and lack of clear procedural coordination often hinder timely and effective SAR operations in EEZs. The study highlights the need for clearer regulatory guidance and enhanced multinational cooperation to address these gaps. Conclusion: To improve maritime SAR operations within EEZs, it is essential to develop more precise regulatory frameworks, establish coordinated multinational rescue mechanisms, and strengthen diplomatic engagement among coastal states. A balanced approach that respects both state sovereignty and humanitarian rescue obligations is necessary to enhance SAR efficiency in climate-induced maritime distress scenarios.

연구목적: 기후변화로 인해 극한 기상 현상과 해수면 상승이 증가하면서 해상 조난 사건이 크게 증가하고 있다. 이러한 도전 과제는 배타적 경제수역(EEZ)에서 더욱 심화되며, 관할권의 복잡성과 국제법적 의무 가 교차하는 특수한 공간적 문제를 발생시킨다. 본 연구는 기후변화로 인해 발생하는 해상 조난이 야기하 는 법적 및 규범적 문제를 검토하고, EEZ 내 구조 활동을 강화하기 위한 규제 및 협력적 프레임워크를 탐 구하는 것을 목적으로 한다. 연구방법: 본 연구는 해양 구조(Search and Rescue, SAR)와 관련된 국제 해양 규정, 법적 판례, 협력 메커니즘을 분석하는 법·정책 연구 방법론을 채택하였다. 또한, 기후변화로 인해 악 화된 해상 조난 사례를 조사하여 구조 활동의 실질적 과제와 정책적 공백을 식별하였다. 연구결과: 연구 결과, UNCLOS 및 SAR 협약과 같은 국제 협약이 해상 구조를 위한 기본적인 틀을 제공하고 있으나, 본 연구에서는 보다 명확한 규제 지침과 다국적 협력 강화를 통한 대응 필요성을 강조하고 있다. 결론: EEZ 내 해상 구조 활동을 개선하기 위해서는 보다 정교한 규제 프레임워크를 마련하고, 다국적 구조 협력 메커니즘을 구축해나가야 한다. 이를 위해서는 연안국 간의 외교적 협력을 강화하 는 것이 필수적으로, 주권 존중과 인도적 구조 의무 간의 균형을 유지하면서 SAR 활동의 효과성을 제고하는 접근이 필요하다.
