This study aimed at evaluating educational human resource development policy. To achieve this purpose, deciding, operating, seeing, and feedback process of policy were evaluated. The results of the study were as follows; Firstly, in the deciding process of educational human resource development policy, the Ministry of Educational Human Resource(MEHR), major governmental office, mainly participated in deciding policies. The professional groups have influenced MEHR's decision, but needer's opinions were not well received or informed. Even though there are a little effort to overcome this problem, that is not enough to get needer's thoughts. To get a better educational policy for human resource development the government should try more to get the needer's opinions. Secondly, even though The Ministry of Educational Human Resource Development decide the polices, each Ministry operated policies related. It caused the conflicts between plan and operation. As there is no organization to manage or cooperate the conflicts among governments, the government has had difficulties. Thirdly, in the process of seeing and feedback, each government has tried to see and feedback its policies. The problem of seeing and feedback is that the government focused on a few projects. If they broaden the width of seeing the projects to the whole area, it will be better.

본 연구는 교육인적자원개발 정책의 추진체제를 평가하기 위해 시도되었다. 평가는 정책과제의 입안과정, 실행 및 반성과 환류 과정을 중심으로 실시되었다. 그 결과 입안과정에서는 교육인적자원개발의 주무 기관인 교육인적자원부의 참여와 결정이 많고, 전문가가 정책결정에 영향을 많이 미치며 수요자의 의견이 수렴되고 반영되는 기회가 적었다. 이를 탈피하려는 노력이 조금씩 나타나고 있기도 하지만 이런 노력이 더 확대되어야 국민의 뜻에 부합되는 인적자원개발 정책이 될 것이다. 실행과정에서도 역시 과제 선정은 교육인적자원부에서 하였지만 실행은 관련 부처에서 하기 때문에 계획과 실행이 연계가 잘 이루어지지 않는 문제가 나타나고 있고 부서 간의 이견이나 갈등이 발생했을 때 조정할 수 있는 기구나 협력체가 없어 어려움을 겪고 있다. 반성과 환류의 과정에서는 인적자원개발기본법에 규정된 대로 각 부처의 인적자원개발 사업을 평가하여 환류하고자 노력하고 있으며 지속적으로 이런 노력이 이루어진다면 평가와 환류의 과정은 문제없이 진행되리라 생각된다. 단 선정된 몇 개의 영역에 한해 평가와 환류가 이루어지고 있는데 인력과 예산을 확보하여 전 영역에서 평가가 이루어지는 노력이 있어야 할 것이다.
