This study aimed to identify regulatory reform measures as a way to promote the drone industry. According to the survey results, 71.4% of experts emphasized the need for deregulation, suggesting that regulatory relaxation and the establishment of expedited certification and approval procedures are essential to facilitate technological advancement and industry expansion. Particularly, the need for a unified communication channel and the establishment of a dedicated regulatory agency to ensure smooth coordination among relevant government departments was highlighted. Additionally, collaboration between local governments and related institutions, along with infrastructure development, technical support, and the discovery of new services, was proposed as critical to fostering the drone industry. In the northern Gyeonggi region, the construction of drone test cities, participation in regulatory sandbox projects, and the designation of drone-free zones were identified as urgent tasks. Various technological developments and commercialization efforts, including those in the defense and entertainment sectors, were also required. Moreover, it was suggested that forming a publicprivate- military cooperation body to secure airspace for test projects and drone flight testing is essential. Finally, to enhance the competitiveness of domestic drones against international competition, there was widespread agreement on the need to simplify certification procedures and improve flight restriction regulations in the northern Gyeonggi region. This study can contribute to future policymaking by proposing measures for regulatory improvement through a survey on awareness of regulatory improvement.

본 연구는 드론 산업 활성화를 위해 지원하는 방안으로 규제개선 방안을 파악하고자 했다. 설문조사 결과, 71.4% 의 전문가들이 규제 완화의 필요성을 강조했으며, 기술 발전과 산업 확대를 촉진을 위한 방안으로 규제 완화와 신속한 인증 및 승인 절차 마련이 제안되었다. 특히, 관련 부처 간 원활한 조정을 위한 일원화된 소통 창구와 별도의 규제기관 설립이 필요하다는 점이 부각 되었다. 또한, 지자체와 유관기관 간의 협력과 함께 드론 산업 활성화를 위해 인프라 구축, 기술개발 지원, 서비스 발굴이 중요하다고 제안되었다. 경기 북부 지역에서는 드론 실증도시 구축, 규제 샌드박스 사업, 드론 자유구역 지정 등이 시급하며, 국방 분야와 엔터테인먼트 서비스 등 다양한 기술개발 및 상용화가 요구되었다. 이와 함께 민관군 협의체를 구성하여 실증 사업과 비행 테스트를 위한 공역 확보가 필수적이라는 의견이 제시되었다. 마지막 으로, 해외 드론과의 경쟁에서 국내 드론의 경쟁력을 강화하기 위해 인증 절차의 간소화와 경기 북부 지역의 비행 제한 규제개선이 필요하다는 의견이 다수 있었다. 규제개선에 대한 인식 조사를 통한 규제개선 방안을 제안으로 본 연구는 향후 정 책수립에 기여할 수 있다.
