The purpose of this study was to develop a monitoring system enhancing the quality of government-funded research projects. For this purpose, the researchers analyzed several monitoring systems such as research fellow official system for policy research of the Ministry of Education, research management system of government funded research institutes, and monitoring system for teachers' college development projects. According to the results of analyses, the Ministry of Education and government-funded research institutes are running monitoring systems, but the systems are not working properly. In case of the monitoring system for teachers' college development projects, a small scale system for program monitoring was found to be effective. Based upon the results of analyses, the researchers proposed a monitoring system fitting into current educational environments. The monitoring system includes three different types: Monitor-focused, monitoring program, and mixed type.

이 연구는 교육연구 사업의 효과성 제고를 위한 모니터링 시스템을 개발할 목적으로 수행되었다. 이러한 목적을 달성하기 위해 교육부의 정책연구 연구협력관제도, 국책연구기관의 연구 관리 시스템, 교사교육발전을 위한 프로그램 개발 모니터링 제도 등을 분석하였다. 자료 분석 결과 교육인적자원부와 국책 연구기관들은 나름대로의 연구 관리 시스템을 갖추고 있으나 시스템이 잘 작동하지 않고 있으며, 보완할 점이 많은 것으로 나타났다. 간단한 형태의 모니터링제도를 시범 적용한 교사교육프로그램 개발연구 사업의 경우 모니터링제도가 상당한 효과를 가지는 것으로 나타났다. 이 연구에서는 자료 분석 결과를 토대로 우리 실정에 적합한 형태의 모니터링 시스템을 제안하였다. 모니터링 시스템은 모니터링 위원형과 모니터링 프로그램형 그리고 병행형으로 나누어 제시하였다.
