This article tried to analyze KRF's supporting program for individual scholars according to equity perspectives and to argue with politics of KRF's supporting program for individual scholars. For this study, article review, survey and interview were used. I argued with politics of KRF's supporting program for individual scholars to three side focusing on KRF's role and status; rationale change of KRF's supporting program for individual scholars, research fund distribution between interest group, and information dissymmetry in agency theory. The conclusion of this study are as follows: firstly, KRF's supporting program for individual scholars is more important political meaning. The policy of KRF's supporting program for individual scholars have to be set a long-term point of view. Secondly, KRF plays an important role in a research fund distribution. It is closely connected with evaluation and supporting system so the power of KRF has increased gradually. Thirdly, equity of KRF's supporting program for individual scholars is not high. This conclusion need to be complemented to micro-politics approach and research framework.

본 연구는 학술연구지원사업의 연구비 배분을 둘러싼 이해집단간 관계를 형평성의 관점에서 분석하고, 분석결과를 중심으로 학술연구지원사업에 대한 정치학적 논의를 제기하는데 목적이 있다. 본 연구목적을 달성하기 위하여 학술연구지원사업 변천과정 고찰, 학술연구지원사업 현황, 이해집단간 연구비 배분 추이, 학술연구자들의 인식 분석을 실시하였는데, 이를 위해 문헌분석과 설문조사, 면담 등의 연구방법을 사용하였다. 학술진흥재단의 역할과 위상을 중심으로 학술연구지원사업의 논리 변화, 이해집단간 연구비 배분, 정보비대칭의 문제 측면에서 정치학적 논의를 제기하였다. 본 연구의 결론은 다음과 같다: 학술연구지원사업은 정치적으로 중요한 의미를 지니고 있다. 둘째, 학술진흥재단은 정부의 학술연구지원사업을 위임받은 대리인으로서 그 위상과 역할이 점점 커지고 있고, 평가와 지원을 연계시키면서 거대 권력화 되어 가고 있다. 셋째, 실증적인 자료를 통해 분석한 학술연구지원사업의 형평성은 그다지 높지 않은 것으로 나타났다. 이러한 결론을 통해 학술연구지원사업의 장기적 방향 설정, 미시정치적 분석방법 및 분석틀 보완 등을 제언하였다.
