This study analyzed the safety management system of the private investment business operator currently operating the railway in order to strengthen the role of the safety management system of the private investment business operator and derive improvement directions. The domestic railway private investment business operators subject to analysis and investigation are 16 institutions, including the Shinbundang Line and Ui New Light Rail. The current status of the target institutions and the roles of the private investment business operators specified in the railway safety management system program approved by the government were analyzed. In addition, by comparing and analyzing the safety management system programs of railway operating institutions managed by the national and local governments, problems and improvement directions for private investment businesses to strengthen railway safety were derived. When reviewing private investment projects, rather than reviewing the adequacy of manpower required for railway safety during post-construction operation, only the adequacy in terms of project costs such as construction cost, operation and maintenance cost is reviewed. In order to improve this, institutional improvements are needed, such as raising project costs for implementing the railway safety management system, securing manpower resources with expertise, and dividing the work between private investment business operators and professional operators.

본 연구는 철도 민간투자사업자의 안전관리체계 역할 강화 및 개선방향을 도출하기 위해 현재 철도를 운영하고 있는 민간투자사업자의 안전관리체계를 분석하였다. 분석 조사대상인 국내 철도 민간투자사업자는 신분당선, 우이신설경전 철 등 16개 기관으로 대상기관의 현황, 국가로부터 승인받은 철도안전관리체계 프로그램에 명시된 민간투자사업자의 역할을 분석하였다. 또한, 국가 및 지자체에서 관리하는 철도운영기관의 안전관리체계 프로그램을 비교 분석하여 민간투 자사업자가 철도안전을 강화하기 위한 문제점과 개선방향을 도출하였다. 민간투자사업 검토 시 건설 이후 운영 시 철도안전에 필요한 인력의 적정성을 검토하기 보다는 건설사업비, 운영 및 유지보수비 등 사업비 측면에서의 적정성만 검토하고 있다. 이를 개선하기 위해 철도안전관리체계 이행을 위한 사업비, 전문성을 갖춘 인력 확보, 민간투자사업자와 전문 운영사의 업무 구분 등 제도적 개선이 필요하다.
