The purpose of this paper is explore funding options for underground railway projects aimed at actively utilizing urban spaces. It focuses on the redevelopment of underutilized urban areas, particularly railway facilities, by converting them into underground spaces and constructing housing, commercial, and public facilities above them to create new urban spaces for the future. To achieve this, various alternatives including fiscal projects, public development initiatives, and Public-private partnership were examined, and evaluation criteria were established. An Analytic Hierarchy Process(AHP) analysis was conducted to select the optimal project model. Additionally, the paper evaluates the applicability of a public development project model, particularly focusing on the Gyeongin Line, and suggests improvements to current institutional frameworks.

이 논문은 도시 공간의 적극적인 활용을 목적으로, 도심지의 저활용 공간 중 하나인 철도시설을 지하화하고, 그 상부에 주택, 상업, 공공시설 등을 건설하여 도시의 미래를 위한 새로운 공간을 창출하기 위한 철도 지하화 사업의 재원조달 방안을 검토하였다. 이를 위해 재정사업, 공영개발 사업, 민간투자사업의 사업 대안과 평가 요인을 설정하였고, AHP 분석을 통한 최적의 사업모델을 선정했다. 또한 현행 제도개선 방안과 경인선을 대상으로 한 공영개발 사업모델의 적용성을 평가했다.
