In PPP projects, specialized institutions are essential not only for reviewing PPP project proposals but also for providing expert advice to the Competent Authority in project implementation. Formerly, there was only one PIMAC, but in July 2019, the Ministry of Economy and Finance designated 15 more specialized institutions (or agencies). Especially, six local specialized institutions were designated, providing conditions for local governments to support local private investment projects swiftly and tailored to their needs. This study explains the background of introducing specialized institutions for private investment projects and investigates the current status of each agency's work. Furthermore, it suggests ways to allocate roles among specialized institutions and improve the system to activate local private investment projects. In particular, this study recommended exempting the feasibility assessment according to the Local Finance Law since the process of private proposal review by specialized institutions, as per the Private Investment Law, already includes economic feasibility studies, VfM(Value for Money) test, and similar procedures. Implementing the feasibility assessment under the Local Finance Law would only lead to duplication and potentially extend the project implementation period, exacerbating policy confusion. Additionally, this study suggested enhancing the existing private investment review process and strengthening the forthcoming central investment review proposed in the amendment to the Private Investment Law.

PPP사업에서 전문기관은 민간제안서 검토뿐만 아니라 주무관청이 사업추진 자문을 위해서 매우 필요한 기관이다. 기존에는 PIMAC 한 곳이었지만, 지난 2019년 7월에 기획재정부에서는 15곳을 더 지정하였다. 특히 지방전문기관은 6곳이 지정되었는데, 지방정부에서 민간투자사업 을 추진하는데 신속하고 맞춤형으로 지원할 수 있는 여건이 마련된 것이다. 본 연구에서는 민간 투자사업의 전문기관 도입 배경을 설명하고, 각 기관의 업무 현황을 조사하였다. 그리고 지방 민간투자사업 활성화를 위해 전문기관 간의 역할 분담 방안, 제도 개선 방안을 제시하였다. 특 히 민간투자법에 따른 절차에 따라 수행하는 전문기관의 민간제안검토 절차는 이미 경제성조사, 적격성(VfM)조사 등을 수행하였는 것이므로 지방재정법에 따른 타당성조사는 중복이며 오히려 사업추진 기간만 늘리고 정책의 혼선만 가중되는 결과이니 지방재정법의 면제할 것을 제언하였 다. 또한 민간투자법에서 이미 실시하고 있는 민간투자심의와 금번에 개정하려는 중앙투자심사 강화는 제고할 필요가 있다고 제언하였다.
