The mission to serve migrant workers in Korea requires a specific analysis of government labor policies that directly affect them, as well as the establishment of mission policies based on insights from this analysis. This is essential for the effective development of future migrant worker missions. Over the past 30 years, the Korean government has implemented two key labor policies for migrant workers: the Industrial Trainee System for Foreign Workers and the Employment Permit System. These policies have evolved through numerous changes and adjustments in response to the needs and demands of the times. Both policies have often treated migrant workers as a supplemental labor force and as a response to emergency labor shortages. As a process government implemented numerous regulations and controls. This perception and treatment of migrant workers have influenced social attitudes in Korea. In this context, a clear mission perspective is needed to define who migrant workers are and how they should be treated within the framework of mission work. This understanding forms the foundational basis for developing a mission policy. According to Christopher J. H. Wright's concept of the "Mission of God," migrant workers are potential people of God who are being redeemed, receiving God's blessings and becoming a blessing to others, and becoming the participants in God's mission. God treats them with compassion, understanding their hardships in their home countries and listening to their cries as migrants and workers in a foreign land. Based on this perception and divine treatment, mission policy should be developed. With this foundation, a proper mission policy for migrant workers can be established, one that aligns with participation in the mission of God, who is actively working to fulfill His purposes.

국내 이주근로자 선교는 ‘하나님의 선교’ 관점에서의 이주근로자에 대한 명확한 인식과 그 인식에 기초하여 그들을 대(우)함(treatment)이 기본전제가 되는 선교정책을 수립하여야 할 것이다. 이주근로자에게 직접적인영향을 끼치는 노동정책에 대한 분석은 선교정책을 수립함에 있어 많은 시사점을 제시한다. 한국 정부가 30여 년간 실시한 대표적인 노동정책으로는 산업연수생제도와 고용허가제가 있다. 두 정책의 분석에 따르면, 그 정책들은 필요 충족과 위기 대응의 성격을 가짐으로서 이주근로자에 대하여‘노동 인력’이라는 인식을 가지게 한다. 그리고 많은 규제와 통제가 내포된정책들로서, 그것은 이주근로자를 낮은 처우와 차별적으로 대우하게 한다. 노동정책이 내포하고 있는 이주근로자에 대한 이런 인식과 대함은 한국 사회뿐만 아니라 한국교회와 우리에게도 동일하거나 유사한 생각을 가지는데 영향을 끼친다. 또한 그동안의 이주근로자 선교가 주로 그들의 필요를돕고, 우리 곁으로 온 그들에게 복음을 전하는 것으로 진행되면서, 좀 더거시적이고 선교적인 관점에서의 그들의 정체에 대한 인식과 우리의 대우함에 관한 고민과 신학적 정립에는 많이 집중하지 못한 면이 있다. 그리고그것이 기반이 되는 선교정책의 수립이 빈약한 채 현재까지의 선교가 진행되어 오고 있다. 따라서 이 글은 노동정책에서 도출된 시사점을 선교적인관점에서의 이해와 통찰력을 제시할 라이트(Christopher J. H. Wright)의‘하나님의 선교’에서 조명해 보고자 한다. 그 관점에 따르면, 이주근로자는장차 하나님의 구속을 받을 자이고, 복을 받고 복의 근원이 될 자이며, 하나님의 선교에 참여할 잠재적인 하나님의 백성들이다. 또한 하나님은 그들이 자국에서 처한 (경제적) 어려움을 아시고, 타국에서는 이주자로서 그리고 노동자로서의 힘듦도 알기에 그런 그들을 긍휼히 여긴다. 그들이 하나님의 잠재적인 백성이라는 인식에 기초하고, 그들을 긍휼히 여기고 대하는하나님의 마음에 근거하여 선교정책이 수립되어야 할 것이다. 그런 선교정책의 수립과 실행으로 인하여 국내 이주근로자 선교가 하나님의 선교에 부합되길 바란다.
