This study was conducted to prove the factors and relative importance of regional sports promotion. The research subject was selected as a group of local sports experts. The research method used the Delphi technique and stratification analysis. Through this process, the following conclusions were obtained. First, the regional-oriented sports promotion factors using the Delphi technique were revealed to be sports marketing, athlete welfare, sports human rights, and sports governance. Second, as a result of the validity and reliability analysis of regional sports promotion factors, the CVR value for a total of 20 items was found to be 0.6 to 0.9, and the reliability was over .08, confirming validity and reliability. Third, the top items of regional sports promotion factors were sports marketing, sports governance, sports human rights, and athlete welfare. Fourth, in terms of relative importance of sports marketing factors, support for regionally specialized sports facilities appeared to be the highest priority, and in terms of player welfare factors, the establishment of a local athletes’ mutual aid association appeared to be the highest priority. Strengthening the integrity of sports organizations appeared to be the top priority for sports human rights factors. Regarding the athlete welfare factor, the establishment of a local athlete’s mutual aid association appeared to be the top priority. Strengthening the integrity of sports organizations appeared to be the top priority for sports human rights factors. As for sports governance factors, discovering regionally specialized sports tourism appeared to be the top priority. Fifth, the relative importance of all regional sports promotion factors was in the following order: strengthening the integrity of sports organizations, supporting regional specialized sports facilities, discovering regional specialized sports tourism, enacting a sports fair charter, and establishing a local sports cooperative.

본 연구는 지역중심형 스포츠 진흥 요인 도출 및 상대적 중요도를 규명하는데 목적을 두고 실시하였다. 이를 위해 지역에서 활동하고 있는 전문가집단을 선정하여 델파이기법 및 계층화분석을 실시하였다. 이와 같은 과정을 통해 다음과 같은 결론을 얻었다. 첫째, 델파이기법을 활용한 지역중심형 스포츠 진흥 요인은 스포츠마케팅, 체육인복지, 스포츠인권, 스포츠거버넌스로 나타났다. 둘째, 지역중심형 스포츠 진흥 요인의 타당도 및 신뢰도 분석은 총 20개의 항목에서 CVR값 이 0.6-0.9로 나타났으며, 신뢰도는 .08이상으로 나타나 타당도와 신뢰도가 검증되었다. 셋째, 지역중심형 스포츠 진흥 요인의 상위항목은 스포츠마케팅, 스포츠거버넌스, 스포츠인권, 체육인복지의 순으로 나타났다. 넷째, 스포츠마케팅 요 인의 상대적 중요도는 지역특화 스포츠시설 지원이 가장 우선순위로 나타났으며, 체육인복지 요인은 지역체육인 공제회 설립이 가장 우선순위로 나타났다. 스포츠인권 요인은 체육단체 청렴도 강화가 가장 우선순위로 나타났으며, 스포츠거버 넌스 요인은 지역특화 스포츠관광 발굴이 가장 우선순위로 나타났다. 다섯째, 지역중심형 스포츠 진흥 요인 전체 항목의 상대적 중요도는 체육단체청렴도 강화, 지역특화 스포츠시설 지원, 지역특화 스포츠관광 발굴, 스포츠공정 헌장 제정, 지역체육인공제회 설립 등의 순으로 나타났다.
