The purpose of this study was to explore the types and causes of unethical problems experienced by soccer referees and to suggest solutions. The subject of this study was to select 10 referees with level 3 or higher and more than 5 years of experience as active soccer referees, and data for research were obtained through in-depth interviews and literature review. The main conclusions from the research results derived from the study are as follows. The types of unethical problems experienced by soccer referees were misjudgment, biased judgment and purchase of referees, and unfair allocation according to factions. The causes of unethical problems were lack of education system, economic problems, vertical organizational culture and lack of communication. Measures to solve the unethical problems experienced by soccer referees suggested strengthening the education system, improving the treatment of referees, and organizational communication and cultural change. Based on the above research results, solutions were suggested for the problems that soccer referees have experienced for a long time but have not improved. This study will serve as basic data for strengthening the capabilities of soccer referees and improving the environment, and it is hoped that practical improvement measures will be implemented without staying in academic data.

본 연구는 축구심판들이 경험하는 비윤리적 문제의 유형과 그 원인을 분석하고, 이를 해결하기 위한 방안을 제시 하는 것을 목적으로 한다. 연구 대상은 현역 축구심판 중에서 3급 이상의 자격을 보유하고, 5년 이상의 경력을 가진 심판 10명을 선정하였다. 연구방법으로는 심층 면담과 문헌 고찰을 통해 연구 자료를 수집하였다. 연구 결과, 축구심판이 직면 한 비윤리적 문제의 주요 유형으로는 오심, 편파판정, 심판매수, 그리고 파벌에 의한 불공정한 배정이 나타났다. 비윤리적 문제가 발생하는 원인으로는 교육시스템의 미비, 경제적 문제, 수직적 조직문화 등이 지적되었다. 축구심판이 경험하는 비윤리적 문제를 해결하기 위한 방안으로는 교육시스템의 강화, 심판의 처우 개선, 그리고 조직 내 소통과 문화의 변화가 필요하다는 결론을 도출하였다. 이러한 연구 결과는 축구심판들이 지속적으로 직면해온 비윤리적 문제들에 대한 실효성 있는 해결책을 제시하며, 축구심판들의 전문성 향상과 근무 환경 개선을 위한 기초적 자료로 활용될 수 있을 것이다. 본 연구가 학문적 자료로 그치는 것이 아닌, 실질적인 개선이 이루어질 수 있는 계기가 되기를 바란다.
