This study analyzes Germany’s PotAS (Potential Analysis System) to explore ways to improve Korea’s sports organization innovation evaluation system. The current sports organization innovation evaluation system was introduced to enhance transparency and accountability; however, persistent issues include insufficient differentiation by sport and the absence of an online evaluation system. Through a literature review and case analysis, this study examines PotAS’s evaluation framework and its applicability to Korea. The findings highlight PotAS’s data-driven approach, which enhances objectivity and predictive accuracy by differentiating funding based on performance potential. It also considers factors such as athlete development, organizational efficiency, and governance. Based on these insights, this study suggests incorporating quantitative analysis, refining sport-specific criteria, and strengthening transparency to improve Korea’s evaluation system. The findings provide policy implications for enhancing credibility and effectiveness in sports governance.

본 연구는 독일의 포타스(PotAS) 시스템을 분석하여 한국 체육단체 혁신평가 제도의 개선 방향을 모색하는 것을 목표로 한다. 현행 체육단체 혁신평가는 운영의 투명성과 책무성을 강화하고자 도입되었으나, 종목별 특성을 고려한 차등 평가 미흡, 온라인 평가시스템 부재 등이 지속적으로 지적되고 있다. 이에 본 연구는 문헌 연구와 사례 분석을 통해 PotAS 의 평가 체계와 운영 방식을 검토하고, 이를 한국 체육단체 평가제도에 적용할 방안을 탐색하였다. 연구 결과, PotAS는 데이터 기반의 정량적 평가를 활용하여 종목별 지원을 차등화하고, 평가의 객관성과 예측력을 강화하는 특징이 있었다. 또한, 선수 육성 체계, 조직 운영의 효율성, 거버넌스 구조 등 다양한 요소를 종합적으로 고려하여 평가의 신뢰성을 높이고 있었다. 이를 바탕으로 한국 체육단체 평가제도의 개선을 위해 정량적 분석 기법 도입, 종목 특성을 반영한 평가 기준 정비, 데이터 기반 평가 체계 구축, 평가 과정의 투명성 강화가 필요함을 제안하였다. 본 연구는 한국 체육단체 평가제도의 신뢰 성과 실효성을 높이기 위한 정책적 시사점을 제공하며, 향후 보다 체계적인 평가 모델 개발을 위한 기초 자료를 제공하는 데 기여할 것이다.
