This study analyzes the Saemaul Undong (SMU) ODA’s effectiveness from a localized and modern perspective using the Kyrgyzstan case, and establishes performance indicators for its international expansion. The study examined the SMU ODA background, the Kyrgyz tradition of ashar, and rural issues including migration, food security, and social conflict. Using PSM matching and PSM-DID models for quantitative analysis, the results demonstrate that the My Village Project successfully adapts SMU principles to the Kyrgyz context. The study suggests three key requirements for successful implementation: (1) country-specific frameworks based on local traditions and development needs, (2) scientific measurement using internationally recognized indicators, and (3) collaboration among Korean SMU agencies for establishing universal performance management systems. While limited to the Kyrgyzstan case, this study provides a framework for localizing SMU ODA and lays groundwork for comparative research with other recipient countries.

이 연구의 목적은 키르기스스탄 새마을운동(이하 SMU) 공적개발원조(ODA) 사례를 통해 새마을 ODA의 접근 방식과 효과성을 지역화 및 현대적 관점에서 분석하고, 새마을 ODA의 브랜드화 및 국제적 확장을 위한 성과 지표를 확립하여 제시하는 것이다. 이를 위해 본 연구는 새마을 ODA의 배경을 분석하고, 키르기스 전통 협업 방식인 아샤르(ashar)를 조사하며, 키르기스스탄 농촌 지역의 이주, 식량 안보, 사회적 갈등 문제를 규명하였다. 연구 방법으로 문헌 분석, 인터뷰 및 설문 조사를 활용하였으며, 양적 분석을 위해 PSM 매칭 기법과 PSM-DID 결합 모델을 사용하였다. 분석 결과, '내 마을 프로젝트(My Village Project)'는 키르기스스탄의 지역적 맥락을 반영한 현대적 새마을운동의 적응 사례이며, 통계 분석을 통해 그 효과성이 검증되었다. 또한, 연구를 통해 새마을 ODA에 적용 가능한 성과 지표를 확립하였다. 본 연구의 시사점으로는 지역화 접근을 위한 사전 연구의 필요성, 새마을운동의 차별적 효과를 정량적 측정 방법을 통해 규명하는 것, 새마을운동의 자립성을 측정할 수 있는 대표 지표 개발, 환경 가치와 식량 안보를 중점으로 한 새마을 ODA 프로그램의 개발 등이 제시된다. 본 연구의 기여점은 특정 사례를 분석하고 지역화 및 현대적 적응의 관점에서 성과 지표를 제시함으로써 유사한 프로젝트에 적용할 수 있다는 점이며, 새마을운동 ODA에 대한 관련 연구를 촉진할 수 있다는 것이다.
