This study aims to examine the factors shaping the impact of high-speed rail (HSR) on local areas, assess whether these effects vary based on the type of HSR rail station location, and provide corresponding policy recommendations. Specifically, it investigates whether and how the regional impacts of HSR differ according to station location types. To address this question, we analyze land prices, urban expansion, and regional economic vitality through one or two case studies representing each station location type. Our analysis reveals that the impact of HSR stations on regional development is more closely related to the station’s location and connectivity to surrounding areas than to the city’s population size. While relocating existing stations is impractical, maximizing the positive impacts of HSR requires station-centered development plans and better integration with nearby urban areas. Therefore, a differentiated, location-specific development strategy tailored to each station type is essential for enhancing the regional benefits of HSR.

우리나라의 고속철도는 2004년 경부고속철도 1단계 사업 개통 후 2024년 고속철도 개통 20주년을 맞이하였다. 2021년 신규로 건설된 부발-충추 준고속선까지 고속철도 길이는 약 900km에 달하며, 고속철도 운행역은 총 69개역에 이른다. 그 동안 고속철도가 지역에 영향을 미쳤다는 것은 분명하다. 따라서 본 연구는 고속철도가 지역에 미쳤을 영향의 요소들을 검토하고, 고속철도역 위치 특성별 지역에 미친 영향이 다르게 작용하는지에 대한 검토와 이에 대한 정책적 제안을 제시하는데 목적을 두고 수행되었다. 고속철도역 위치 특성별 지역에 미친 영향이 다르게 작용하는지에 대한 이해를 위해 본 연구에서는 각 유형별 1-2개 지역을 사례로 지가 및 시가지 확산, 지역 활력적 요소를 고찰하였다. 분석 결과 역 소재도시의 인구규모와는 별개로 역별 위치에 따른 영향이 작용하고 있다고 판단된다. 이미 구축된 역사의 위치를 바꾸기는 어렵지만 역사를 중심으로 한 개발 계획과 주변 지역 연계성 강화는 고속철도 효과를 확산시키기 위해 가장 중요한 요인이 될 것이다. 이를 위하여 고속철도역 위치 유형별 차별적 제도 접근 방안에 대한 정비가 필요할 것으로 보인다.
