The purpose of this study is to analyze the productivity of the Saemaul Competency Index of basic local governments, and to suggest implications for strengthening the capacity of the Saemaul Index. The Saemaul index was divided into Saemaul competency indicators through government evaluation indicators, civil society indicators, and rural development indicators, and detailed indicators for each competency were set and Malmquist productivity was measured. Through this, it is possible to overcome the crisis of population decline and propose alternatives for regional development by providing implications. The Malmquist productivity results are as follows: Average productivity decreased by 1.2% from 0.9787 in 2022/2023 to 0.9665 in 2023/2024. The reason for this is believed to be technological efficiency. Therefore, the decline in productivity is not caused by external circumstances such as low birthrate, population decline, and regional extinction, but more efforts are needed to strengthen the capacity of Saemaul in each region. Therefore, it is necessary to strengthen the Saemaul competency index, form a village-centered community, and actively participate in resident-led Saemaul projects such as the Environmental Saving Contest. Looking at the average value of the Saemaul Competency Index, it is judged that the myeon areas such as Gakbuk-myeon, Unmun-myeon, Geumcheon-myeon, and Gaknam-myeon have better capabilities than the eup areas such as Cheongdo-eup and Hwayang-eup. In the case of the myeon area, there are many local gatherings, and it seems that efforts are stronger to cooperate with various projects related to Saemaul by forming a community centered on the village. Based on the results of the analysis, the strategy of the Qingdao Army is as follows. First, it is necessary to use the Saemaul capability evaluation index to jointly promote the military and the private sector and conduct not only quantitative evaluations but also resident satisfaction evaluations. Second, the development of Saemaul competency indicators should be consumer-centered. Evaluation indicators need to be developed from the perspective of satisfaction, interest, and participation from the perspective of residents. Third, as the key role of Saemaul in Cheongdo County, it is required to increase the role of Saemaul leaders and lead Saemaul activities. In addition, it is necessary to further strengthen the efforts of village health projects, village leaders, and village communities.

본 연구는 기초지방자치단체의 새마을역량지표를 구성하여 생산성을 분석하고, 새마을 지표의 역량 강화를 위한 시사점을 제시하는 데 목적을 두고 있다. 새마을 지표는 정부평 가 지표, 시민사회지표, 농촌개발지표 등을 통해 새마을 역량지표로 구분하였고, 역량별 세부 지표를 설정하고 Malmquist 생산성을 측정하였다. 연구대상 새마을발상지 청도군의 읍·면단위 새마을역량지표를 평가하였다. 이를 통해 시사점을 제공함으로써 인구감소 위 기를 극복하고 지역발전을 위한 대안을 제시할 수 있다. Malmquist 생산성 결과를 제시 하면 다음과 같다. 평균생산성은 2022/2023년 0.9787에서 2023/2024년 0.9665으로 1.2%정 도 감소하였고, 그 원인은 기술적 효율성에 있는 것으로 판단된다. 따라서 생산성 감소는 저출생과 인구감소, 지역소멸 등의 외부적인 환경보다는 지역마다 새마을역량을 강화하는 노력을 더 필요하다. 새마을 역량지표의 강화, 마을중심의 공동체 형성, 환경살리기 대회 와 같은 주민 주도의 새마을 사업에 적극적 참여노력이 필요하다. 새마을역량지표의 평균 값을 보면, 각북면, 운문면, 금천면, 각남면 등의 면지역이 청도읍과 화양읍 등의 읍지역보 다 역량이 우수한 것으로 판단된다. 면지역의 경우 지역모임도 많고, 새마을 관련 다양한 사업을 마을 중심으로 공동체를 형성하여 협력하는 노력이 더 강한 것으로 보인다. 분석 결과를 바탕으로 청도군의 전략을 제시하면 다음과 같다. 첫째, 새마을역량 평가지표를 활용하여 군과 민간이 공동으로 추진 주체가 되어 정량적 평가는 물론이고 주민만족도 평가를 병행할 필요가 있다. 둘째, 새마을역량 지표개발은 수요자 중심으로 이루어져야 한다. 평가지표는 주민 관점에서 만족도, 관심도, 참여도 관점에서 개발할 필요가 있다. 셋 째, 청도군 새마을 중점 역할로는 새마을지도자 역할증대, 새마을 선도 활동이 요구된다. 그리고 마을건강사업과 마을지도자, 마을공동체 노력 등을 더욱 강화할 필요가 있다.
