This study conducted a qualitative study of inductive content analysis targeting four social workers at the home-based elderly support service center in order to find out the difficulties of case management services experienced by social workers at the home-based elderly support service center and to make policy and practical suggestions for solving the difficulties. As a result, 6 upper categories, 18 lower categories, and 38 conceptualizations were derived. The causes of difficulties in case management were long-term, insignificant effectiveness, and unresolved problems of the case of the elderly at home. The intensifying factors were a lack of personnel, an increase in workload, and a lack of educational opportunities. The main phenomena were the gap between perception and reality of case management, and a sense of crisis due to customized care for the elderly. Mitigation conditions were work distribution, appropriate budget support, and mitigation measures were manpower increase, educational opportunities and target expansion, and evaluation system. Based on this, this study aims to present appropriate budget support, service addition in accordance with the Care Integrated Support Act, regional deviation of human composition, and introduction of an evaluation system as policy and practical suggestions.

본 연구는 재가노인지원서비스센터 사회복지사가 경험하는 사례관리서비스의 어려움을 알아보고, 어려움 해소를 위 한 정책적, 실천적 제언을 하고자 재가노인지원서비스센터 사회복지사 4명을 대상으로 귀납적 내용분석의 질적연구를 수행 하였다. 그 결과, 6개의 상위범주, 18개의 하위범주, 38개의 개념화가 도출되었다. 사례관리 어려움의 원인은 재가노인사례 의 장기성, 효과 미미, 해결되지 않는 문제였다. 심화 요인은 인원 부족, 업무량 증가, 교육기회 부족이었다. 주요 현상은 사례 관리에 대한 인식과 현실의 괴리, 노인맞춤돌봄으로 인한 위기의식이었다. 완화 조건은 업무 분산, 적정 예산지원, 완화조치 는 인력증원, 교육기회와 대상 확대, 평가제였다. 본 연구는 이를 토대로 적정한 예산지원, 돌봄통합지원법에 부합하는 서비 스 추가, 인적 구성의 지역적 편차 해소와 평가제 도입을 정책적, 실천적 제언으로 제시하고자 한다.
