This study reconstructs the governance system of a future Martian society, focusing on the Mars Series by SF author Bae Myung-hoon. With the advent of the New Space era, the prospect of Martian colonization demands the establishment of a novel human community that transcends scientific and technological challenges. The political possibilities of Mars, as envisioned in this work, gain relevance by proposing an ideal system grounded in principles of cooperation and harmony, rather than mere survival. Despite the increasing feasibility of Martian colonization in the New Space era, research remains predominantly focused on science and technology, with humanities and social science-based studies being notably limited. To address this gap, this paper analyzes the narrative of Bae Myung-hoon’s Mars Series, examining core themes such as meritocracy and communal ethics in the political terraforming of Mars. Moreover, the study explores the ethical and technological challenges as well as the design of legal norms surrounding Martian settlement, highlighting how these elements critically reimagine the limitations of contemporary Earth society. By doing so, this research underscores the role of science fiction as a tool for imagining the possibilities of future communities and critically reflecting on the present

이 글은 배명훈의 화성 연작을 중심으로 미래에 구상될 화성 사회의 거버넌스 시스템구조를 재구성해본 것이다. 뉴 스페이스 시대의 도래와 함께 화성 이주는 과학기술적 도전을넘어선 새로운 형태의 인간 공동체 사회를 요청하고 있다. 화성의 행성정치적 가능성은 생존중심의 사회를 넘어 협력과 조화의 원칙에 기반을 둔 이상적 체제를 제안하고 있다는 점에서이런 상상력은 시의성을 확보한다. 화성 이주가 가시화되고 있음에도 대체로 과학과 기술차원에서의 연구가 주를 이루는 데 비해 인문사회학적 기반의 연구는 매우 제한적이기때문이다. 따라서 이 글은 배명훈의 화성 연작의 서사를 분석하여 화성 공동체가 형성되는과정에서 나타날 법한 능력주의 및 공동체의 윤리와 같은 화성의 정치적 테라포밍을 핵심주제를 다루었다. 또한 화성 정착을 둘러싼 기술적⋅윤리적 도전과 법적 규범의 설계 과정이현대 지구 사회의 한계를 비판적으로 재구성하는 방식으로 탐구된다는 점을 염두에 두면서화성의 행성정치의 개연성을 탐구해보고자 했다. 이를 통해 이 연구는 SF가 미래 공동체의가능성을 상상하고 현재를 비판적으로 성찰하는 도구로서의 역할을 보여주었다.
