This paper addresses the local government ordinances for supporting victims of bias-motivated crimes and their legal considerations. The main purpose of the study is to propose legal frameworks and policy directions for supporting victims of bias-motivated crimes. To achieve this, the paper evaluates the effectiveness of the ordinances enacted by local governments for supporting victims and suggests future policy improvements. Bias-motivated crimes have unpredictable behavioral characteristics, causing social shock and ongoing impacts on both offenders and victims. The central government operates victim protection and support systems, providing various measures to help victims with personal protection, legal support, and psychological and economic recovery. Additionally, local governments need to enact ordinances that complement these systems and enhance support tailored to the characteristics of their communities. The ordinances enacted by local governments for supporting victims of bias-motivated crimes play a critical role in establishing a legal framework that provides legal, psychological, and social support to victims. However, to enhance their effectiveness, collaboration between central and local governments is necessary, and strengthening the legal framework for crime prevention and victim support is required.

이 논문은 지방자치단체의 이상동기 범죄 피해지원 조례와 그 법적 고찰에 대해 다루고 있다. 연구의 주요 목적은 이상동기 범죄 피해자 지원을 위한 법적 체계와 정책적 개선 방향을 제시하는 데 목적을 두고 있다. 이를 위해 지방자치단체가 제 정한 이상동기 범죄 피해자 지원 조례의 효과를 평가하고, 향후 정책적 개선 방향 을 제시한다. 이상동기 범죄는 예측 불가능한 행동 특성으로 사회적 충격을 주며, 범죄자와 피 해자 모두에게 지속적인 영향을 미친다. 중앙정부는 범죄피해자 보호 및 지원 제 도를 운영하며, 피해자의 신변보호, 법적 지원, 정신적·경제적 회복을 돕기 위한 다양한 조치를 제공해야 한다. 또한, 지방자치단체는 이러한 제도를 보완하며, 지 역사회 특성에 맞는 지원을 강화할 수 있는 조례를 제정할 필요가 있다. 지방자치단체가 제정한 이상동기 범죄 피해지원 조례는 범죄 피해자들에게 법적, 정신적, 사회적 지원을 제공하는 중요한 법적 체계를 구축하는 역할을 한다. 다만, 실효성을 높이기 위해 중앙정부와 지방자치단체 간의 협력이 필요하며, 범죄의 예 방과 피해자 지원을 위한 법적 체계의 강화가 요구된다.
