This study aims to evaluate the operational efficiency of 19 small libraries located in Gyeonggi Province and propose improvement measures to enhance efficiency. To achieve this, the study applies the most representative models of Data Envelopment Analysis (DEA), namely the CCR model and the BCC model, which are widely used for assessing the efficiency of public institutions. In selecting variables, the unique role of small libraries as community hubs for local residents was considered. In addition to commonly used variables in public library efficiency evaluations, such as ‘total number of books owned’, ‘annual number of books loaned’ and ‘average daily users’, new variables were introduced, including ‘average daily operating hours’, ‘number of reading and cultural programs conducted’, ‘library promotional activities’, and ‘number of program participants’. The analysis first derives relative efficiency scores for each small library and suggests restructuring targets for those assessed as inefficient. Furthermore, through a case-based micro-level analysis—an approach rarely attempted in previous studies—practical and concrete strategies are proposed to improve the efficiency of underperforming small libraries.

본고는 경기도에 소재한 19개 작은도서관에 대한 운영 효율성을 평가하고, 효율성 제고를 위한 개선 방안을 제시하는 데 그 목적을 두었다. 이를 위해 공공기관의 효율성 평가에 널리 활용되고 있는 DEA(Data Envelopment Analysis)의 가장 대표적인 모형인 CCR 모형과 BCC 모형 을 이용하여 상대적 효율성을 평가하였다. 이용한 변수로는 ‘지역 주민의 커뮤니티 허브’라는 작은도서관의 특수한 목적을 고려하여 ‘총보유 장서수’, ‘연간대출도서수’, ‘일평균이용자수’ 등 기존의 공공도서관 효율성 평가 연구들에서 활용된 변수 외에 ‘일평균운영시간’, ‘독서‧문화 프로그램실시횟수’, ‘도서관홍보활동수’, ‘프로그램참가자수’ 등이 새로운 변수로 추가되었다. 분석 결과로서, 우선 작은도서관 각각에 대한 상대적 효율성 지수를 도출하고, 비효율적으로 평가된 작은도서관의 구조조정 목표를 제시하였다. 추가적으로, 기존 연구에서 거의 시도하지 않은 사례 중심의 미시적 분석을 통해 비효율적으로 평가된 작은도서관의 효율성 제고를 위한 구체적이고 실무적인 차원에서의 방안을 제시하였다.
