In a reality where the business conditions of small business owners, who account for a large portion of Korea's industrial structure, are worsening, the importance of a small business education policy that strengthens the capabilities of small business owners and supports them to overcome crisis situations is very important. This study was conducted to prepare a plan to improve the effectiveness of education policy by suggesting the direction of an effective small business education policy so that small business owners can contribute to economic development as an economic engine of our society. As a research method for this purpose, this study analyzed the small business education policy currently being implemented and conducted a survey on the policy perception and needs of small business owners who are the target of the policy. As a result of the analysis, the small business education policy has problems in selecting education subjects, education content and operation, and establishing an education environment. Accordingly, in order to improve the effectiveness of small business education policy, this study proposes policy directions such as typing the curriculum based on the reality of small business owners, providing education that can be practically helpful to small business owners, establishing and operating a central education management institution that manages and supervises education projects, and establishing an educational environment.

한국 산업 구조에서 큰 비중을 차지하는 소상공인의 경영 여건이 악화되고 있는 현실에서 소상공인의 역량을 강화하여 위기 상황을 극복할 수 있도록 지원하는 소상공인 교육정책의 중요성은 매우 크다. 이에 본 연구는 소상공인이 우리 사회의 경제 동력으로서 경제발전에 기여할 수 있도록 실효성 있는 소상공인 교육정책의 방향을 제시함으로써 소상공인 교육정책의 효과성 증진 방안을 마련하고자 수행되었다. 이를 위한 연구 방법으로 본 연구는 현재 시행되고 있는 소상공인 교육정책을 분석하고, 교육 정책 및 교육 프로그램 분석을 통해 확인된 문제점에 대해 정책의 실제 정책 대상자인 소상공인들은 어떻게 생각하고 있는지 탐색하기 위해 소상공인을 대상으로 정책 체감도와 요구에 관한 실태조사 를 실시하여 분석하였다. 분석 결과, 소상공인 교육정책은 첫째, 교육 대상자 선정을 위한 기초 자료 부족으로 적절한 교육대상자 선정의 어려 움, 둘째, 단편적 교육 제공으로 교육 내용과 운영에 있어 체계성·유기성 부족, 셋째, 강사와 운영 주체에 따른 교육의 질 편차 및 교육 제공에 있어 지역별 불균형 등의 문제점을 가지고 있었다. 이에 본 연구는 소상공인 교육정책의 효과성을 증진하기 위해 소상공인 현실을 바탕으로 한 교육과정 유형화, 소상공인에게 실질적으로 도움이 될 수 있는 교육 제공, 교육사업을 총괄하여 관리·감독하는 중앙교육관리기관의 설치 및 운 영, 교육 환경 구축 등의 정책 방향을 제안하였다.
