This article aims to suggest practical policy development plans for the expansion of Republic of Korea (ROK) women soldier’s participation in United Nations (UN) PKO by analyzing the major factors of change in the future defense environment and evaluating the agenda of the international community and the level of implementation by the ROK government. Two questions were set for the study. First, the factors of change in the defense environment of the “Defense Reform Act” were analyzed for the women soldier's participation in UN PKO in accordance with UN Security Council Resolution 1325. Four factors were identified: changes in the pattern of international conflicts, strengthening of the agenda for women’s participation in PKO, changes in ROK population structure, and development of advanced science and technology. Second, practical development plans were presented by evaluating each ROK government’s level of implementation of ‘Women, Peace, and Security (WPS). This study proposes the following three measures to expand women soldier’s participation in PKO: ①Reflecting the reference in national security and defense policy planning documents, ②Introducing a ‘Women Soldier‘s Quota System’ to increase the participation rate at the unit level dispatch, and ③Operating a permanent institution for the UN Women’s Military Education Course.

이 연구는 유엔(UN) 평화유지활동(PKO)에서 여군의 참여 확대를 위해 미래 국방환경의 변화 요인을 분석하고, 국제적 차원의 의제와 역대 정부의 이행 수준의 평가를 통해, 실질 적인 정책적 발전 방안을 제시하는 데 있다. 연구 목적을 달성하기 위해 2가지 연구 문제를 설정하여 분석하였다. 첫째, 유엔 안보리 결의 제1325호에 따른 여군의 UN PKO 참여 확대를 위해 ｢국방개혁 에 관한 법률｣의 국방환경의 변화 요소를 분석하였다. 미래 국방환경 변화 요인은 국제분쟁 양상의 변화, 여성의 PKO 참여 의제 강화, 한국 인구구조의 변화, 첨단 과학기술의 발전 등 4가지를 도출하였다. 둘째, ‘여성, 평화와 안보(WPS)’ 의제에 관한 역대 정부의 이행 수준을 평가하여, 현실성 있는 발전 방안을 모색하였다. UN PKO의 여군 참여를 확대하기 위해 ① 국가안보 및 국 방정책 기획문서에 관련 근거 반영, ② 부대 단위 파병에 여군 참여율 제고를 위해 ‘여군 쿼 터제’ 도입, ③ 유엔 여군 교육과정 상설화 운영 등 3가지 방안을 제안하였다.
