This study examines the status and institutionalization of Haengja (行者, postulants) within the Korean Saṃgha, comparing it to Chinese Buddhism, and explores the significance of Haengja through the Jogye Order’s religious laws and educational framework. The study finds that the origins of Haengja regulations in Korean Buddhism can be traced to Gyebosuim Hanginmun (『誡初心學人文』, A Beginner’s Guide to Monastic Practice), which incorporates the Chinese Chanyuan Qinggui (『禪苑淸規』, Pure Rules of the Chan Monastery). In particular, unlike in China, Haengja in Korea were not formally included within the institutional system or regulations of the Saṃgha. This absence is examined in light of differences in state control policies over Buddhism, temple structures, and historical records documenting monastic activities. However, since the 1990s, the Jogye Order has established an organized system and educational framework for Haengja, highlighting the importance of Haengja education. With the shift to a “training before ordination” model in the ordination rites, the scope of education has expanded to include Haengja, who are now seen as essential in preserving the tradition and identity of the Saṃgha. Moreover, Haengja training is increasingly valued as a necessary process for cultivating the qualities and discipline of Saṃgha members and for maintaining the identity of Korean Buddhism.

본 논문은 한국 승가 내 행자의 지위와 제도화를 중국불교와 비교하여 고찰하고, 행자규범의 성립과정과 조계종의 종법 및 교육체계를 통해 그 의미를 살펴보았다. 한국불교에서 행자규범의 연원은『계초심학인문』에 있으며, 중국의『선원청규』를 수용한 것임도 밝혔다. 특히 한국은 중국과 달리, 행자가 승가 구성원으로 제도적으로나 승가규범내 속하지 못했다. 이에 대해서는 국가의 불교통제정책과 사찰 구조의 차이, 승려들의 행적을 담은 기록물 등을 통해 찾아보았다. 그러나 1990년대 이후 조계종에서 행자제도와 교육체계를 확립하며 행자교육의 중요성이 부각되고 있다. ‘선교육 후득도’로 승가의 수계의식 체계가 변화됨에 따라 교육의 범위가 행자로 확장되고, 행자가 승가의 전통과 정체성을 계승하는 데에 중요한 존재로 인식되고 있다. 또한 승가 구성원으로서의 자질과 기강을 확립하고 한국불교의 정체성을 유지하기 위한 필수적인 과정으로 중시되고 있다.
