The state of defense technology leakage in South Korea reveals shortcomings in the organizational framework for technology protection. The purpose of this paper is to identify areas for improvement in South Korea's defense technology protection system by comparing it with the organizational frameworks of advanced defense nations, namely the United States and France. For this study, a comparative analysis was conducted between South Korea, the United States, and France based on organizational controls outlined in the international standard for information security management systems (ISMS), ‘ISO/IEC 27001,’ as suggested by the International Organization for Standardization (ISO). The analysis classified roles, structures, and functions within the organizations. The policy implications indicate that defense technology leakage is a global issue, and nations are responding to it through their organizational frameworks. Therefore, it is necessary to benchmark the technology protection organizational structures of advanced defense nations. For example, the United States has established and operates a dedicated agency responsible for managing defense technology protection, ensuring integrated management of relevant tasks. Additionally, France leverages a dedicated cybersecurity agency to support defense technology protection, thereby enhancing its expertise. Furthermore, by identifying differences and shortcomings through comparative analysis, efforts should be made to develop an efficient and specialized organizational framework for defense technology protection.

우리나라 방산기술 유출의 실태를 보면, 기술 보호 조직체계에 있어 미흡한 편이다. 우리나라 방산기술 보호 조직체계의 개선할 점을 도출하기 위해 방산 선진국인 미국과 프랑 스의 방산기술 보호 조직체계를 비교해 연구하는 것이 이 논문의 목적이다. 연구를 위해 국제표준기구(ISO)에서 제시한 정보보호관리체계(ISMS)에 대한 국제표준 ‘ISO/IEC 27001’의 통제 항목 중 조직통제에 따라 조직의 역할, 구성, 업무로 분류하여 우리나라와 미국, 프랑스를 비교 분석하였다. 정책 시사점을 보면, 방산기술 유출 현상이 전 세계적으로 일어나고 있고 이에 각국이 조직체계 측면에서 대응하고 있기 때문에 방위산업 선진국의 기술 보호 조직체계를 벤치 마킹할 필요가 있다. 미국의 경우 방산기술 보호 전담 기관을 설치 및 운영하고 있으며 방산기술 보호 업무를 통합 관리한다는 점에서 참고할 필요가 있다. 또한, 프랑스의 경우 사이버 보안 전담 기관 이 방산기술 보호를 지원함으로써, 전문성을 향상하고 있다. 이외에도 비교분석을 통한 차이점 및 미흡한 점을 착안하여 우리나라의 방산기술 보호 조직체계를 효율적이고 전문적으로 구축하는 노력이 필요하다.
