Contemporary society is paying attention to individual expression through art and strengthening the cultural identity of the community. Accordingly, it is necessary to lay a foundation for citizens to engage in creative and community activities through art. Lifelong education at local universities is an effective place to realize this, and this study discusses the possibility of education for citizen artists. This thesis used citizen artist education as one of the pillars of lifelong education at local universities to explore the necessity and possibility, and examined the process of artistic growth of the region, universities, and civil society through the evaluation of various trainees after education through two example cases. Through the use of universities as important art infrastructure in the region and the artistic establishment of generational empathy and local communities by uniting citizens and students, it demonstrates the value of local universities and examines the use of the infrastructure as important art education institutions in the community. As a result, local universities and universities can form a sense of one body, and through the development of citizen artists, the practical expansion of the local artist group, the creation of a bond between students and local residents, and local storytelling and content archiving through the creation of local cultural contents are presented as major achievements. In short, it is concluded that the citizen artists development program of local universities greatly contributes to strengthening the cooperative relationship between both local communities and universities, not individuals, and expanding the artistic capacity of citizens and expanding social, cultural, and regional roles.

현대 사회는 예술을 통한 개인의 표현과 지역사회의 문화적 정체성을 강화하는 데 주목하고 있다. 이 에 따라 지역 시민들이 예술을 매개로 창의적이고 공동체적 활동을 할 수 있는 기반 마련이 필요하다. 지역 대학 평생교육은 이를 실현할 수 있는 효과적인 장으로, 본 연구는 지역 대학의 시민 작가 교육의 가능성을 주제로 논의했다. 시민 작가 교육을 지역 대학 평생교육의 한 축으로 삼아 그 필요성과 가능성 을 탐색하고, 교육 모델 및 운영내용 그리고 교육 후 다양한 교육생들의 평가를 통해 지역과 대학 그리 고 시민사회가 예술적으로 성장하고 있는 과정을 두 개의 사례를 통해 살펴보았다. 지역의 중요 예술 인 프라로써 대학을 활용하고 시민과 학생을 하나로 묶어 세대공감과 지역 공동체를 예술적으로 확립해가 는 모습을 통해, 지역 대학의 가치를 증명해 내고 지역사회의 중요 예술 교육기관으로서 그 인프라를 활 용하는 모습을 구체적으로 분석한 연구다. 구체적으로 그 프로그램의 내용과 모델 그리고 최종 산출품의 전시를 통한 참여 인원들의 작가적 평가를 주로 다루었다. 결과적으로 지역과 대학은 한 몸이라는 의식 을 형성할 수 있었으며 시민 작가들의 육성을 통해 지역 작가군의 실질적 확대, 학생과 지역민의 유대감 조성 그리고 지역 문화콘텐츠 창작을 통한 지역 스토리텔링과 콘텐츠 아카이빙 등을 주요 성과로 제시하 고 있다. 한마디로 지역 대학의 시민 작가 육성 프로그램은 개인이 아닌 지역사회 모두와 대학의 협력적 관계를 강화하고, 시민의 예술적 역량 증진과 사회적, 문화적, 지역적 역할을 확대하는 데 크게 기여하고 있다고 평가된다. 향후 다른 지역들의 사례들까지로 범위를 넓혀 연구의 세밀함을 더할 필요가 요구된다.
