Government-funded research institutes(GRI), which are supported by the government's financial support, are an important group that has created intended innovation and driven long-term economic growth in the country. However, as the role of GRI has evolved to encompass even unintended innovation through challenging and original research, the need to consider the overall balance of GRI in terms of improving policy coherence and effectiveness has gradually increased. This study aims to derive implications for the design of an integrated public research institute policy and the precise allocation of roles by the government based on the GRI type analysis based on the task classification system of the national research and development project survey analysis using ranked k-medoids clustering and fuzzy k-means clustering.

정부의 재정적 지원을 기반으로 하는 정부지원연구기관(Government-funded Research Insititutes, GRI)은 의도된 혁신을 창출하며 국가의 장기적 경제성장을 견인해 온 중요한 집단으로, 정부가 자원을 지원하는 정부연구소나 국립연구소뿐 아니라 정부출연연구소를 포괄한다. 그러나 그간 출연연구소에 집중된 정책적 요 구는 GRI에 부여되는 역할이 도전적이고 독창적인 연구를 통한 의도되지 않는 혁신까지 포괄하는 개념으로 진화함에 따라, 정책의 정합성 및 효과성 제고의 측 면에서 GRI의 전체의 균형을 고려해야 할 필요성이 점차 커지고 있다. 본 연구에서는 Ranked k-medoids clustering과 Fuzzy k-means clustering 을 활용한 국가연구개발사업 조사분석의 과제분류체계 기반 GRI 유형 분석 에 근거하여 정부의 공공연구기관 통합 정책 설계 및 역할 정밀 배분에의 시사점을 도출해보고자 한다.
